Navigate to the following URL to apply to this job: USCP Careers Duties Summary The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment. Responsibilities This position is in the Training Services Bureau (TSB), Office of the Assistant Chief of Police for Standards and Training Operations, United States Capitol Police located at the Federal Law Enforcement Training Center (FLETC), Glynco, Georgia. This position serves as a Training Instructor responsible for providing instruction in the field of law enforcement, initiating content changes, developing different approaches and methods of instruction, and initiating any other changes needed to improve the course to achieve course objectives. Serves as an instructor and course developer in areas including, but not limited to, arrest process, restraining devices, searching techniques, defensive tactics, non-lethal control techniques, intermediate weapons, officer safety and survival, use of force, physical fitness, emergency response (CPR and trauma management), officer response tactics, and water safety and survival. Develops, presents, and evaluates law enforcement training courses for the Department and Bureau in subjects such as new law enforcement equipment and techniques, defensive tactics, and related law enforcement topics. Provides instruction on topics within a specialized subject matter field from approved course materials and instructional plans. Develops and presents training courses in a program of instruction for law enforcement officers in areas including, but not limited to, arrest process, restraining devices, searching techniques, defensive tactics, non-lethal control techniques, intermediate weapons, officer safety and survival, use of force, physical fitness, emergency response (CPR and trauma management), officer response tactics, and water safety and survival. Evaluates and advises on students’ progress by observing performance of students and by developing and administering tests on materials studied. Identifies learning problems of individual students, consults with staff specialists as needed, and counsels students who are having difficulty. Adjusts training methods and sets up individual programs as required. Prepares course outlines and daily lessons plans that are consistent with overall course objectives. Research and analyses relevant case law for course presentations and evaluates and revises course content. Determines and outlines coverage, specific goals, techniques, instructional aids and timing for each phase of each lesson. Develops, reviews, and revises instructional materials in accordance with specific learning objectives. Studies and analyses result in short courses, or modules and portions of longer courses, or complete products for courses of a conventional or established nature. Prepare instructional materials for well-established courses. Develops finished products including lesson plans, training texts, television programs, programmed texts, or computer-assisted instruction. Evaluates effectiveness of instructional materials and compiles data demonstrating improved performance. Reviews training materials to ensure proper relationship with organizational policy and educational techniques used. Develops and procures products and instructional materials, often through the use of contract personnel. Interprets design processes to meet training needs. Works with customers to plan, develop, and implement training materials using available software. Provides advice and consultation to management regarding training system/device acquisition or modification related to the interpretation of training requirements. Develop and administers training registration activities, including the oversight of manual and/or automated registration systems. Analyzes registration processes and determines when changes or modifications should be made throughout the system. Provides status reports to management regarding the usage and effectiveness of the system. Travel required:1 Occasional travel to other Federal Law Enforcement Training Centers (FLETC) as required. Training, as required. Supervisory status:False Promotion potential:03 Requirements Must be a current USCP sworn employee below the rank of Sergeant and have attained the rank of Private First Class. Must have successfully completed your probationary period by the closing date of this announcement. Must successfully complete a Federal Law Enforcement Training Accreditation (FLETA) accredited Law Enforcement Instructor Training Program (LEITP) or equivalent. If budget or availability restricts this requirement, the TSB will provide on-the-job training until such certification can be obtained. Must possess and maintain a valid REAL ID U.S. driver's license. Must not be in restricted leave status as of the date of selection. Must be in a full and unrestricted duty status to attend, participate, and successfully complete all required training courses related to this position as of the date of selection. Must be available to work flexible hours, rotating shifts and possible midnight assignments. The work requires physical agility and dexterity. FLETC Assignment Conditions • Regular training day: 0730–1630 with a 30 minute non compensable meal period. Qualifications Must be a USCP sworn employee below the rank of Sergeant; have successfully completed your probationary period; and attained the rank of Private First Class by the closing date of this announcement. Must not be in restricted leave status as of the date of selection. Must be in a full and unrestricted duty status to attend, participate, and successfully complete all required training courses related to this position as of the date of selection e.g., performance of duty injury, Family and Medical Leave Act (FMLA), or Uniformed Services Employment and Reemployment Rights Act (USERRA)). Must not have disciplinary actions for the last 3 years. Must possess and maintain a valid REAL ID U.S. driver's license. Must be available to work flexible hours, rotating shifts and possible midnight assignments. Must meet all physical, instructional, and certification requirements for FLETC PTD instructors. Must successfully complete the Physical Efficiency Battery (PEB) with a minimum score at or above the 40th percentile in each element. Must complete required instructor certifications, including: Law Enforcement Instructor Training Program (LEITP) Law Enforcement Fitness Coordinator Training Program (LEFCTP) Law Enforcement Control Tactics Instructor Training Program (LECTITP) Use of Force Instructor Training Program (UOFITP) Basic Tactical Medical Instructor Training Program (BTMITP) Basic First Aid and Safety Training Program (BFAST) FLETC ITAP (Instructor Training and Assessment Program) And any additional Department-required certifications. All eligibility requirements must be met by the closing dateof the announcement. Education There is no education substitution for experience in this series and/or grade. RETENTION CRITERIA How You Will Be Evaluated The following selection process will be used to further assess candidates who have met the initial eligibility factors. Candidates must qualify under each phase to be considered in subsequent phases. Phase I: Initial Qualification - The OHR will conduct an eligibility factor review as outlined in this vacancy. Phase II: KSA Assessment- Knowledge, Skills and Abilities will be evaluated by an appointed assessment panel including resume review. Ability to complete reports concisely, cogently and compose effective narratives. Ability to communicate with the public and possess outstanding interpersonal skills. Ability to enforce law and order and maintain public safety. Ability to analyze a situation, obtain facts and take appropriate action in a stressful situation. Phase III: Structured Interview - Candidates will be scheduled for an oral interview.Results of this selection process will be used to recommend candidates to the hiring manager who is the final selecting official. The OHR will conduct a disciplinary action review to determine if there are pending investigatory and/or disciplinary matters, which will be made known to the selecting official. Prior to making their selection, the selecting official will review any available Department documents, to include application documents, and each candidate’s complete career disciplinary record, and results of selection process phases, and may, at their discretion, conduct interviews with all recommended candidates, if necessary. The selecting official may, at their discretion, not select a recommended candidate for reasons such as: 1. Substandard performance; 2. Serious sustained misconduct; and/or 3. Pending investigatory and/or disciplinary matters as identified by the Office of Professional Responsibility. All aspects of the process are subject to the Department's legal review.
