Quality Control Analyst 30+ days ago Requisition ID: 1197 Salary Range: $50,000.00 To $60,000.00 Annually JACKSONVILLE HOUSING AUTHORITY POSITION DESCRIPTION TITLE: Quality Control Analyst FLSA STATUS: Exempt DEPARTMENT: Operation Compliance UNION STATUS: None REPORTS TO: Operation Compliance Manager SALARY RANGE: $50,000 - $60,000 POSITION SUMMARY The Quality Control (QC) Analyst conducts audits on various housing programs files including but not limited to: Housing Choice Voucher Program, public housing, RAD, PBV/ModRehab to ensure consistency with Jacksonville Housing Authority (JHA) regulations as well as measures the accuracy and effectiveness of the processes used to administer JHA’s various housing programs. The Quality Control Analyst will use general reporting methods to identify and highlight file deficiencies based on the operational guidelines of the Public Housing and Housing Choice Voucher programs. The work requires knowledge of JHA’s policies, procedures, and regulations of quality control work. DUTIES AND RESPONSIBILITIES Plans and conducts routine quality assurance file reviews on Public Housing and Housing Choice Voucher Program files processed by the JHA and Nan McKay staff to ensure compliance with JHA policies, procedures and applicable regulatory requirements. Ensures accuracy in the eligibility and subsidy assistance calculations in accordance with JHA policies and applicable U.S. Department of Housing and Urban Development Regulations. Provides feedback on files that identifies the errors and recommends corrective action that should take place on the file based on JHA policies, procedures and applicable regulatory requirements. Monitors the status of all identified QC analysis errors and inconsistencies. Monitors return of corrections, analyzing corrections and documenting when errors and inconsistencies have been corrected; ensures that corrections are made within the allotted time period; when not in compliance, follows up with JHA and Nan McKay staff and/or supervisor as necessary. Prepares and maintains weekly, month-end comprehensive analysis, year-to-date summary of results scorecards, and reports on quality assurance file reviews. Provides a summary of results for the month and year-to-date to the department management for inclusion in the division’s monthly report. As needed, meets with department management staff to present findings, explain the significance of conclusions, justify recommendations and answer questions concerning non-compliance issues. Provides key recommendations to management on findings and methods to improve business operations, program compliance and data integrity. Identifies training gaps discovered as part of the quality assurance reviews and set quality assurance performance targets and measures outcomes. Collaborates with cross-functional teams to ensure accuracy in the administration of operations for the Public Housing Program and Housing Choice Voucher Program based on current operating procedures, processes and workflows. Contributes to assigned team; actively participates in team meetings, process improvements and other special projects; collaborates with and supports all team members and follows through on initiatives and assignments as directed. All additional duties as assigned QUALIFICATIONS A Bachelor’s degree from an accredited college or university with a major in business administration, or other related field preferred; and (4) four years of experience in a quality control or internal audit position. Certifications Housing Professional Certifications a plus! Required: Minimum 85% passing score on Housing Choice Voucher Rent Calculation exam and Public Housing Rent Calculation exam. Other: Must be insurable by JHA’s insurance and possess a valid Florida Driver’s License and maintain throughout employment. (i.e. HUD Regulations, Operations Manual, Policy Plans and Procedures). Ability to work across various functional areas and to interact with individuals across all levels throughout organization. Strong written and verbal communications skills. Ability to quickly learn and adapt to changing conditions. Example: Develop a strong understanding of company initiatives, including the “Plan Program Policies” within 90 days from date of hire including JHA’s Housing Services protocol Physical demands:Generally works in an office environment. Must be able to sit and stand for long periods of time. Must be able to work in a deadline-focused and fast-paced environment. Occasional overtime as required to meet workload demands.
