Job SummaryWe are currently seeking a Budget and Financial Management Specialist. This position is a full-time opportunity located in the greater Washington, DC area.Battelle's Infrastructure Safety and Security (ISS) business is pursuing a high-profile support program for a Department of Homeland Security (DHS) client. The scope of this program includes a full spectrum of research, development, test, and evaluation (RDT&E) support. As we prepare for this opportunity, we are actively recruiting highly qualified candidates for anticipated roles.The Budget and Financial Management Specialist provides acquisition-focused financial management support to DHS, assisting with Planning, Programming, Budgeting, and Execution (PPBE) to ensure funds are used effectively and in compliance with federal laws, regulations, and DHS policies.ResponsibilitiesAs a Budget and Financial Management Specialist, the selected individual will provide financial and acquisition support to DHS programs across a range of technical and administrative functions. Responsibilities may include:Providing acquisition-focused financial management support to ensure DHS program cost, schedule, and performance goals are achieved and acquisition requirements are metSupporting Planning, Programming, Budgeting, and Execution (PPBE) activities to ensure funds are used effectively and in compliance with federal laws, regulations, and DHS policiesActing as a liaison between DHS components, U.S. government entities, and private organizations on financial and acquisition mattersProviding limited procurement support, including market research and inputs for justifications, determinations, and findingsAssisting with contract closeout activitiesKey QualificationsBachelor's degree with 10+ years of experience in budget and financial managementDHS T&E Level 1, DAWIA T&E Foundational Level 1, and/or CTEP (Certified Test and Evaluation Professional) certificationProficiency in Microsoft Office tools, including Excel, PowerPoint, and WordProven ability to communicate effectively in both written and verbal formats with diverse stakeholdersStrong organizational skills and attention to detail, with demonstrated ability to manage multiple priorities independentlyActive Secret clearance with ability to obtain DHS Suitability.Preferred QualificationsExperience supporting DHS programsActive DHS SuitabilityExperience providing assistance with program planning and oversight, exercise development and execution, and program evaluationExperience with system-level analysis, system integration support, and understanding of threats and vulnerabilitiesExperience with technical assessment and evaluation to support government technical experts in applying acquisition efforts and RDT&E toward accomplishing the DHS missionCompensation DataBattelle is committed to fair and equitable compensation practices. The salary range for this role is $145,000 – $165,000 per year, in addition to our comprehensive benefits package. A candidate's salary is determined by various factors, including but not limited to education, relevant work experience, skills, and certifications.
