POLICE OFFICER

Commander, Navy Installations

Summary You will serve as a POLICE OFFICER in the COMMANDER, NAVY INSTALLATIONS COMMAND of WEPSTA FALLBROOK SET DET. Responsibilities You will respond to intrusion detection system (IDS) alarms, emergency calls, complaints, and other calls for service while on duty. You will set up and conduct checkpoints/roadblocks at various locations throughout the installation in support of Random Anti-terrorism Measures (RAMS) and to reduce criminal activity and ensure motor vehicle safety. You will prepare detailed reports, forms, and citations concerning all incidents and action taken. You will interview witnesses, take statements, secure crime scenes, seize and protect evidence, draft reports, create incident diagrams, and provide direction to other civilian and/or military law enforcement personnel as required. You will ensure individuals requesting access to the installation have proper identification. You will detect and respond to threats to restricted areas, and detain, apprehend, apply restraints and transport violators as required. You will defend installation personnel, equipment, and resources from terrorist threats or hostile attacks. Requirements Conditions of Employment Qualifications In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Therefore, we encourage you to be clear and specific when describing your experience . GS-04 Your resume must demonstrate at least six months of General experience AND six months of Specialized experience at or equivalent to the GS-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Experience must demonstrate the following: General experience includes experience in administrative, clerical, technical, or military work that involved protecting property, equipment, data, or materials; or that involved making judgments based on the application of directions, rules, regulations, or laws. Specialized experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. GS-03 Your resume must demonstrate at least six months of General experience at or equivalent to the GS-02 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Experience must demonstrate the following: General experience includes experience in administrative, clerical, technical, or military work that involved protecting property, equipment, data, or materials; or that involved making judgments based on the application of directions, rules, regulations, or laws. Additional qualification information can be found from the following Office of Personnel Management website: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional Information This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position. Completion of the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program is a condition of continued employment. Employee will be required to sign a continuing service agreement prior to travel to the academy. "Agreement to Continue in Service - CSA, Agency requires 36 months of continued employment after the completion of required training from the FLETC in accordance with Title 5 USC 4108 and 5 CFR410.309. Failure to voluntary complete length of employment requirement can subject employee to reimburse to the agency for fees, such as tuition and related fees, travel, and other special expenses (excluding salary) paid in connection with the training. Incumbent must be able to read, write and speak English. Must meet OPM hearing and vision requirements to include distinguishing basic shades of color. Employee is required to wear an assigned uniform and display official designated items or accessories to include additional required equipment. The employee must follow and adhere to applicable grooming standards for the installation. Shall be required to be CPR certified and utilize a portable heart defibrillator where available. Education In lieu of general or specialized experience, you may qualify with the following education or combination of both education and experience: GS-04 Two years of successfully completed study at an accredited school above the high school level with at least 12 semester hours in police administration, police law and evidence, police investigation, criminology, law enforcement, general law, or similar subjects closely related to police work. GS-03 One year of successfully completed study at an accredited school above the high school level with at least 6 semester hours of study pertinent to police work. Additional Information This position is covered by the Department of Defense Priority Placement Program. No PCS will be paid. Additional vacancies may be filled by this announcement. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation. Military Spouse Preference applicants will be placed at the highest grade for which they have applied and are determined Best Qualified (BQ).
