JOB PURPOSE: The Master Planner provides strategic leadership for long-range planning, development, and implementation of the Corporation's land, real estate, infrastructure, and economic development initiatives. Works with Tribal leadership, executive team, community stakeholders, governmental agencies, consultants, developers, investors, and partners to support Tribal sovereignty, economic self-sufficiency, cultural values, environmental stewardship, community well-being, and long-term financial sustainability. Translates economic and strategic objectives into implementable land-use and development plans; evaluates opportunities; coordinates master planning; guides capital projects; oversees consultants; and positions Tribal lands and assets for responsible and financially successful development.

ESSENTIAL FUNCTIONS:

  • Develop and maintain a comprehensive long-range master plan addressing land use, development, infrastructure, transportation, open space, housing, commercial, hospitality, entertainment, industrial, and mixed-use strategies. Translate strategic and economic objectives into phased plans, priorities, timelines, and investment strategies; coordinate development across properties and enterprises; protect cultural, environmental, and community priorities; and update plans as market, infrastructure, economic, and Tribal conditions change.
  • Evaluate commercial, residential, hospitality, retail, mixed-use, industrial, recreational, and other economic uses. Conduct or oversee market analyses, feasibility studies, highest-and-best-use evaluations, development scenarios, and financial evaluations. Work with real estate professionals, developers, architects, engineers, economists, attorneys, and financial advisors; evaluate land acquisition, disposition, leasing, joint ventures, public-private partnerships, and other structures; develop recommendations for leadership and the Board; support negotiations and due diligence; and monitor economic trends.
  • Plan for roads, utilities, water, wastewater, stormwater, telecommunications, energy, public facilities, and other infrastructure. Evaluate constraints and opportunities affecting development capacity; coordinate engineers, architects, utility providers, government agencies, and contractors; support capital improvement planning, prioritization, cost, and funding; and promote sustainable, resilient, and energy-efficient infrastructure. Develop development standards, design guidelines, land-use policies, and planning criteria; review proposals for architecture, site design, landscaping, connectivity, public spaces, environmental performance, and culturally appropriate design.
  • Work respectfully with Tribal leadership, members, community stakeholders, governmental agencies, developers, consultants, and partners. Facilitate workshops, presentations, public meetings, interviews, and planning activities; incorporate community input; and communicate complex planning, development, financial, and technical information clearly. Coordinate with Tribal, municipal, county, state, and federal agencies; understand land-use, zoning, environmental, infrastructure, development, and permitting requirements; monitor regulatory and policy changes; and navigate jurisdictional and regulatory issues while respecting Tribal sovereignty and agreements.
  • Manage projects from concept through implementation, including scopes, budgets, schedules, performance expectations, RFPs/RFQs, consultant selection, multidisciplinary teams, deliverables, risks, milestones, and performance. Coordinate across departments and enterprises; review reports, plans, studies, concepts, and other deliverables; and prepare reports, presentations, maps, scenarios, recommendations, budgets, capital investment strategies, and long-range financial strategies for executive leadership and the Board.
  • Other duties as assigned.
REQUIRED QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES):
  • Must be at least 21 years of age or older
  • Strong communication, presentation, negotiation, project management, and analytical skills; ability to translate complex information.
  • Microsoft Office and planning/design technologies; GIS preferred.
  • Strong knowledge of land development, infrastructure, real estate economics, and development feasibility.
  • Large-scale mixed-use, commercial, hospitality, residential, industrial, or destination development; public-private partnerships, joint ventures, development agreements, or complex real estate
  • New Mexico/Southwest experience; knowledge of Southwestern environmental, water, infrastructure, land-use, and development issues; GIS, AutoCAD, Adobe, or SketchUp; and experience with federal funding, economic development incentives, or infrastructure financing.
REQUIRED EDUCATION OR COMBINATION OF EDUCATION AND EXPERIENCE:
  • Bachelor's degree in planning, architecture, landscape architecture, real estate development, civil engineering, economic development, public administration, or related field.
  • Master's degree in a related discipline; AICP, LEED, CNU, or related credential
  • Experience with Tribal government, enterprise, economic development, or Native communities
  • 7-10 years of progressively responsible experience in master planning, land-use planning, real estate development, economic development, or closely related field.
  • Experience managing multidisciplinary planning and development projects and comprehensive/master plans.
  • Experience working with architects, engineers, developers, consultants, government agencies, and community stakeholders.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
  • Regular travel to Tribal properties, development sites, meetings, community activities, and government agencies is required.
  • Occasional evenings and weekends and site walking/outdoor work in varying weather conditions may be required.
