Fiscal Services Administrator

General Statement of Job Under general supervision, this position manages financial services activities, including budgeting, accounting, accounts receivable and payable, property inventory, fee collection, reimbursement, and financial reporting. Reports to the Director of Behavioral Healthcare Services. Essential Job Functions Develop, modify, and improve accounting and fee collection systems; recommend policy changes as needed. Review testing, internal controls, and ensure security of resources and integrity of financial systems information. Monitor and control grant funds from all sources and perform year‑end closeout of mental health funds. Prepare and submit external financial reports. Supervise staff development, training, succession planning, performance management, employee relations, and workload prioritization. Prepare bi‑monthly work schedules for fiscal staff and comprehensive monthly financial reports for program administrators and Board members. Prepare the annual operating budget for the city and convert the approved city budget into a performance contract for the State Department of Mental Health, Developmental Disabilities and Substance Use Services. Serve as liaison to the Board's Administration/Finance Committee, chair the Fee Collection/Reimbursement committee, and participate in Community Services Boards‑wide committee assignments. Conduct special projects as requested and perform related work as required by the supervisor. Planning, organizing, staffing, leading, controlling, delegating, decision making, human relations, and policy implementation: comprehensive management of staff and resources toward departmental and city objectives. Education & Experience Bachelor's degree in Finance, Accounting, or a related field and 3‑5 years of progressively responsible experience in program budgeting, accounting, and grants management, plus 1‑2 years of supervisory experience; or an equivalent combination of education and experience. Special Requirements Acceptable background check, including local and state criminal history and sex offender registry check. Minimum Qualifications or Standards Required to Perform Essential Job Functions Physical requirements: ability to exert up to 25 pounds of force occasionally, up to 10 pounds frequently, or a negligible amount constantly (Light Work). Data, interpersonal, and language abilities: comparison, judgment, and clear communication in Standard English. Numerical aptitude: proficiency in basic math operations and financial calculations. Spatial, motor coordination, and manual dexterity: inspection, coordination, and office equipment handling. Color discrimination and interpersonal temperament: ability to differentiate colors and manage stress in emergency situations. Physical communication: ability to talk, listen and use the telephone.
