Program AnalystDuties include but not limited too: The Program Analyst position coordinates and manages FMS regulatory compliance, performance improvement, personnel actions and service level record keeping. The incumbent manages the flow of all statistics, data and correspondence within the Office of the Chief and coordinates with the Accounting Technician to manage the service budget and associated Fund Control Points. Additionally, the incumbent coordinates all FMS administrative processes and the work of administrative personnel within the service. The incumbent is responsible for planning, implementing, and evaluating strategies to manage compliance with all federal, state and accrediting body regulatory requirements for Facilities related programs as well as managing improvement processes and systems within Facilities Management Service. Observes compliance and management processes for evidence of reliability and timeliness. Identifies discrete steps of simple processes that might be opportunities for improvement. Develops reporting procedures, sampling techniques, and measurements at various points in the process to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content. Develops assessments to provide objective evidence of the effectiveness of improvement initiatives. Uses standard qualitative and quantitative measurement techniques to report on status of discrete subject areas. Monitors and measures FMS compliance activities, processes and systems to identify trends. Evaluates regulatory compliance, performance, quality and safety data to assist in identifying improvement processes for the entire service. Makes recommendations for improvement to supervisors and senior staff within the organization. The incumbent is responsible for coordinating and managing Facilities Management Service program policies, documentation, correspondence, data management and record keeping for Engineering and Environmental Management Divisions in collaboration with cognizant program managers, supervisors, administrative support personnel and other departments at the MHVAHCS facilities. Specific areas of administrative responsibility include but are not limited to the following: engineering, operations, budget, fiscal, contracts, personnel management including recruitment and hiring, planning, design, construction, maintenance, repair, safety, life safety, occupational health, hazardous materials, emergency management, biomedical/ clinical engineering, fleet management, grounds, transportation, laundry, housekeeping, sanitation, pest control, solid waste and medical waste programs, activities, and services within Facilities Management Service. The position involves exercising discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge and methods sufficient to: create, explore, evaluate, execute, certify, and explain recommendations or solutions to modify standard practices, processes, and techniques and execute actions for a wide range of assignments involving combinations of complex features; act as a principal contributor on team-based projects or coordinate a team project, and provide professional oversight and direction, adapt precedents or existing strategies to meet unusual needs or special demands, and serve as an authoritative expert, and consultant for Facilities Management Service regulatory compliance, performance improvement, personnel actions, and service level record keeping. Knowledge and skill in applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of the FMS compliance and program management. Knowledge of the regulations, policies, and procedures which affect the assigned programs. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness. Understanding of regulatory requirements such as TJC, VHA, and OIG sufficient manage compliance and documentation. Knowledge of a broad range of computer applications and systems used by the Department of Veterans Affairs to collect, organize and present data and create reports, spreadsheets and data files (MS Office, VistA, FileMan, VSSC etc.) Skill in applying fact-finding, investigative techniques, and critical thinking skills to identify, analyze and recommend solutions to problems posed by FMS supervisors and program managers.
