Description The Financial Analysis and Accounting (FA&A) area provides overall management of HSPHD's financial condition. It works with the department's Executive Committee to establish an overall financial plan for the department in consultation with the County's Office of Budget and Finance. This area is seeking an Accountant to join its team in the Contract Audit & Compliance Unit. Description The Financial Analysis and Accounting (FA&A) area provides overall management of HSPHD's financial condition. It works with the department's Executive Committee to establish an overall financial plan for the department in consultation with the County's Office of Budget and Finance. This area is seeking an Accountant to join its team in the Contract Audit & Compliance Unit. The Duties And Responsibilities Of This Position Include Assist in performing site visits of contracted service providers to verify contract compliance, evaluate the effectiveness of vendor policies and procedures/management controls, and verify the accuracy of billing and other financial information. Prepare audit workpapers according to specifications and note any exceptions related to the audit procedure. Analyze vendor financial statements for compliance with audit requirements and financial viability, noting any exceptions. Assist in writing of site visit reports including findings and recommend changes in procedures and methods. Maintain "Contract Audit Dashboard" for the Board of Commissioners Audit Committee. Assist in gathering information for and/or writing the quarterly "Contract Audit Update" for the Audit Committee. Research payments to contracted service providers in order to assure compliance with the Not-To-Exceed (NTE) amount. Assist the Principal Accountant in the performance of Adjust-to-Actual (ATA) contract closeouts, including researching payments and preparing the related correspondence to contracted service providers. The Ideal Candidate Will Have A Bachelors degree (or higher) in accounting, finance, or business administration (with emphasis in accounting). Experience working with government accounting and government operations. Experience using Crystal Reports software. Experience working with nonprofit organizations on the following: Audits and/or funder site visits to determine compliance with contract provisions. Writing findings for audit/site visit reports. Contracting and contract compliance issues. Collecting and analyzing audit reports and financial statements, including A-133 (Single Audit) reports. External reporting requirements such as Minnesota Attorney General reporting and IRS Form 990. Making internal control recommendations. Tracking audit activities of contracted service providers. Ability to demonstrate the employee competencies. Invitations to interview will be based upon an assessment of education and experience. A criminal background check will be completed post interview.
