SUBSTANCE ABUSE SERVICES - CONTRACT MANAGER (Program Administrator II) Job Location: Address: Education Programs and Community Reentry Division 801 East Jefferson Street Phoenix, Arizona 85034 Posting Details: Salary: $95,000.00 Grade: 24 Closing Date: Open Until Filled Job Summary: The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a motivated leader to serve as the Substance Abuse Services - Contracts Manager (Program Administrator II). This position oversees statewide contracted substance abuse treatment services and ensures consistent, quality implementation of treatment programming across facilities. The coordinator is responsible for monitoring contract compliance, supporting vendor performance, ensuring accurate data reporting, and promoting high-quality delivery of substance use disorder (SUD) services. This role also supports strategic planning, quality improvement efforts, and operational coordination with internal and external stakeholders. Job Duties: Oversees statewide contracted substance abuse treatment services and ensures compliance with applicable laws, rules, regulations, contracts, policies, and procedures Serves as the primary liaison between ADCRR leadership, facility administrators, private prisons, and contracted providers Monitors provider performance, enrollments, documentation quality, program fidelity, and statewide treatment capacity Conducts documentation audits, reviews group observations, and verifies curriculum fidelity Ensures the accuracy of Arizona Correctional Information System (ACIS) reports and treatment‑related data Develops and maintains spreadsheets, statistical reports, performance metrics, and capacity‑tracking tools Identifies service gaps and recommends program improvements to support consistent statewide treatment delivery Coordinates with operations staff to resolve facility, movement, and scheduling issues Participates in recruitment activities and vendor relationship development Reviews and recommends updates to policy and procedure to ensure alignment with current practice Plans and coordinates meetings, prepares evaluations, and manages administrative schedules Drives on State business Performs other duties appropriate to the assignment Knowledge, Skills & Abilities (KSAs): Knowledge of: Microsoft Office and Google Suite Principles and practices of management and supervision Security practices and adult learning processes ADCRR policies, procedures, and security practices English language usage, grammar, and spelling Skill in: Organization and time management Verbal and written communication Building and maintaining interpersonal relationships Problem‑solving and active listening Collecting and maintaining accurate data Google Sheets and industry standards Utilizing project management tools Reading, interpreting, and enforcing contracts in accordance with agency requirements and provider obligations Ability to: Manage and track detail‑intensive or high‑visibility projects Develop and maintain complex spreadsheets and graphs Interact professionally with ADCRR staff and the public Work in a prison environment Collect and maintain accurate program dataWork independently with minimal supervision Selective Preference(s): Master’s degree from an accredited school Three (3) or more years of progressive managerial experience Experience with corrections or ADCRR policies and procedures Counseling licenses from the Arizona Board of Behavioral Health Examiners Three (3) or more years of experience in LEAN processes and spreadsheets Pre-Employment Requirements: In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.
