The Application Specialist supports mass appraisal operations by administering and maintaining appraisal and assessment systems, supporting technology solutions, and ensuring accurate processing, reporting, and compliance functions for real and personal property assessment operations. This position supervises Appraisal Data Entry staff, coordinates workflow and quality control, provides technical support and training, and works with appraisal staff, IT personnel, and vendors to maintain efficient, secure, and reliable office applications and data systems. The position also assists with reporting, troubleshooting, process improvement, and the development of queries and in-house applications that support appraisal and administrative functions. This position requires the employee to remain accessible while working in the field and, as needed, outside normal business hours. The employee must be able to receive work-related communications and access the County’s network remotely through a reliable internet connection.

Appraisal Operations & Assessment Processing

• Oversee Appraisal Support Operations and related workflow processes
• Oversee Office website
• Perform batch processing for mass appraisal and assessment calculations
• Generate real and personal property assessment rolls for operational and statutory processes
• Process and monitor interfaces between appraisal and tax systems to support required operations

Systems Administration, Technology & Support

• Serve as the principal technical contact for appraisal and recording systems, responding to user issues, access requests, and office hardware concerns
• Assist the Division of Information Technology (IT) with system, software, and application updates
• Escalate requests and issues within complex appraisal systems and applications, or accessibility issues to IT staff or software vendors
• Administer Department Application Security responsibilities and related processes
• Monitor application performance and recommend process improvements, system enhancements, and operational efficiencies
• Manage office technology replacement planning
• Coordinate office technology requests through the Technology Review Board (TRB) process

Data Management, Reporting & Compliance

• Create, process, and maintain various reports and narratives for compliance
• Process SQL data requests and perform data extraction for operational and reporting needs
• Assist with fulfillment of Kansas Open Records Act requests in accordance with applicable requirements
• Coordinate with project leaders, office administration, and the Kansas Department of Revenue, Division of Property Valuation (PVD) to ensure timely completion of annual substantial compliance reporting requirements

Minimum Qualifications: High school diploma or equivalent Three (3) years of experience or training in the use of supporting desktop or appraisal applications. One (1) year of supervisory experience. Within 2 years of hire date have successfully completed the following courses: Orion Introduction and Overview of Basic Functionality, International Association of Assessing Officers (IAAO) Course 101 – Fundamentals of Real Property Appraisal, IAAO Course 102 – Income Approach to Valuation, Uniform Standards of Professional Appraisal Practice (USPAP), Kansas Property Tax Law.

Preferred Qualifications: Four (4) years of experience or training in the use of supporting desktop or appraisal applications. One (1) year of experience in Microsoft SQL Server administration. Two (2) years of supervisory experience. Associate’s degree from an accredited college or university in computer technology or related field. State of Kansas Department of Revenue Registered Mass Appraiser (RMA).
