Engineering Tech/Construction Project Coordinator

Overview This position is located within the Fleet and Family Readiness Department (N944) Facilities and Construction Division of CNRMA. It administers a region‑wide program for the planning, nomination, programming, design, construction, repair, renovation, alteration, conversion, and maintenance of FFR facilities. The primary purpose is to provide project management for the construction or renovation of facilities across CNRMA. Responsibilities Primary responsibility for managing the Non‑appropriated Fund (NAF) Capitalization Program, overseeing the Capitalization Board, reviewing project nominations, preparing inputs for Office of General Counsel review, and scheduling board meetings. Assist Installation Program Directors in developing project goals and aligning scope, objectives, risks, costs, and timelines. Assess feasibility of NAF construction projects and provide ROM estimates, guiding critical tasks during the conception phase. Prepare project nominations, facilitate Project Validation Assessment (PVA) site assessments, and review PVA reports for accuracy and feasibility. Identify efficiencies and cost‑effective measures for non‑appropriated fund FFR construction, focusing on design/build processes. Understand MWR funding categories and identify resources needed to support project objectives. Prepare statements of work (SOW) for solicitation and contract types, coordinate required documents from local Base agencies, and develop evaluation plans for complex procurements. Identify requirements and assist with procurement negotiations, ensuring compliance with contractual requirements related to scope, schedule, budget, and performance. Coordinate with the activity Public Works office on construction issues to resolve cost or time extensions at the programming level. Review architecture/engineering (A/E) submissions, specifications, cost estimates, and technical planning documents for new construction, repair, renovation, alteration, and expansion projects. Participate as Design Manager for NAVFAC‑executed NAF or Military Construction (MILCON) projects, and engage in source selection and technical evaluation boards. Support the Regional Facilities & Construction Coordinator as needed, aiding in data collection, verification, and reporting for upper‑level management. Requirements Pass all applicable records and background checks. Pass the E‑Verify employment verification check; resolve any discrepancies. Starting May 7 2025, non‑affiliated individuals must possess a REAL ID‑compliant driver’s license or another acceptable form of identification to access CNRMA installations. Obtain and maintain a valid state driver’s license. Qualifications Knowledge and ability to apply engineering concepts across disciplines (civil, mechanical, electrical, structural, architectural, environmental) for construction operations. Knowledge of NAF Capital Program administration, including design, operations, and management of recreation and MWR facilities. Knowledge of environmental and economic considerations and industry trends in recreation, community support, lodging, and MWR facilities. Knowledge of DoD planning, budgeting, and accounting systems for NAF and APF, and applicable laws, rules, and regulations. Knowledge of DoD, Navy, CNIC, NAVFAC, and local command structures and operations. Knowledge of acquisition methodologies used in industry and government. Skill in preparing SOWs, including new SOWs and change‑order modifications in accordance with current codes and regulations. Skill in using standard industry software such as AutoCAD. Ability to interpret construction guidance specifications to ensure compliance with RFPs, SOWs, contracts, and related documents. Ability to coordinate construction and renovation projects. Ability to analyze project specifications, proposals, and construction plans. Effective oral and written communication skills. Specialized Experience Technical work in drafting, surveying, construction estimating, physics, mathematics, aerospace, architecture, chemistry, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft with substantial development, testing, or design responsibilities (e.g., planner and estimator, instrument or model maker). Education There is no positive education requirement for this position. Additional Information Salary is dependent on experience and/or education.
