Water Distribution Field Supervisor

Reports To: Utilities Operations Manager Classification Status: Full Time, Non-Exempt Salary: Anticipated Starting Rate $22.16 - $24.37 hourly Major Function: Supervisory and technical work with administrative responsibility for management of the City's utility system maintenance activities and programs. Essential Functions: The list of essential functions, as outlined herein, is intended to be representative of the major tasks performed within this classification. Specific tasks on a day to day basis will reflect the overall areas of expertise for this position. Plans, organizes and directs the activities of City personnel and outside contractors engaged in maintenance of the City’s water and reclaim water systems. Working under the direction of the Public Works Director, responsible for organization of the Department’s maintenance management programs and activities as necessary to schedule, track and monitor all department work activities and work orders related to system maintenance. This includes organization, supervision and directing the activities of department personnel engaged in tasks related to maintenance management work control. Assigns, supervises, coordinates, directs and reviews the work of employees and outside contractors engaged in performance of maintenance and repair of water, wastewater and reclaim water facilities. Assess system maintenance and repair needs through coordination with other utility managers and City departments; prepares work orders, budgets, cost estimates, contracts for services; supplies, materials, equipment and any other special needs as may be necessary to complete and manage the maintenance activity. Develops, reviews and maintains administrative and technical reports related to utility system maintenance and performance. Prepares contracts and specifications for procurement of outside maintenance services for repair of equipment and facilities. Prepares and monitors Annual Budget for system maintenance activities. Performs related work as required. Also May Be Required To: Participate in the installation, maintenance, or repair of water distribution, reclaimed water distribution, sewage collection or similar systems; including valves & meters. Taps water, reclaimed water and sewer lines, flushes & maintains fire hydrants, cuts pipes, and operates pumps. Uses tapping machines, concrete saws, metal detectors, handsaws, pliers, shovels, and wrenches. Maintains manholes, operates line-clearing equipment. Operates backhoe, trencher, and other types of equipment. Maintains Lift Stations, repairs pumps, troubleshoots control logic problems. Maintains inventory of parts on service truck; drives service truck and operates radio. Reads blueprint, as-builts, and atlases. Minimum Qualifications Knowledge, Skills, and Abilities Considerable knowledge of utility management, utility systems operation, and water, and reclaim water facilities. Ability to read and interpret ordinances, regulations, contracts, grants, and legislation as it pertains to water, wastewater and reclaimed water systems. Ability to develop, implement, and monitor operating programs that measure maintenance practices and performance. Ability to maintain effective working relationships with staff, other City departments, and the public. Ability to communicate orally and in writing with clarity. Ability to analyze detailed data, prepare and present reports, perform value analysis, and make recommendations concerning improvements to the City’s Utilities System Maintenance Management practices and programs. Training, Certifications, and Experience Graduation from an accredited high school or possession of an acceptable equivalency diploma. Certification in CPR/First Aid. Possession of a Class 2 Water Distribution Certificate issued by the State of Florida and must obtain a Class 1 Water Distribution Certificate license within 4 years of employment. Possession of a valid License for Testing and Repair of Backflow Prevention Devices issued by the FWPCOA or the State of Florida. The City has the right to substitute education requirements with work experience at its own discretion. Special Requirements Must possess a valid Florida CDL Class B Drivers License. This position is to be considered an “essential personnel” and is required to report to duty for emergency situations such as floods, hurricanes, tornadoes, sinkholes, water/sewer breaks and other crises to provide for public safety. Every New Port Richey employee is required to fill out a Disaster Response Survey and is subject to being required to report to work during a declared disaster. Employee must live close enough to the City to be able to respond to emergency call backs and be on scene within 30 minutes. Must possess all Federal Emergency Management Agency’s IAS Certifications required. Physical Demands Physical Ability Often transitions from indoor to outdoors. Ability to lift up to 80 pounds. Ability to frequently bend, climb, stoop, squat and walk. Ability to stand for long periods of time. Physical strength and ability to work long hours out-of-doors, occasionally under adverse weather conditions. Must be able to work around loud noises. Must be familiar with OSHA safety regulations and use of safety equipment pertinent to the workplace. Sensory Requirements Ability to hear, speak and understand conversation in English in various tones of voice, as well as accents or rapidly spoken in order to be able to do job. Ability to see, read, and comprehends letters, numbers, words, characters or symbols, which are both large and small. Ability to print and draw letters, numbers, words, characters and symbols which are legible and understood by others. Ability to learn complex tasks and remember how to complete tasks without assistance once trained. Work Environment Ability to deal with stress related to routine deadlines and occupational problems, which demand immediate attention. Necessity to multi-task successfully. Ability to accept decisions made by others that may be in opposition of own views. Ability to deal with both legislative and administrative personnel of the City in a tactful manner.
