Subcontractor Site Representative

ABOUT THE ROLE

We are seeking a Subcontractor Site Representative to join our team supporting the Naval Nuclear Laboratory (NNL) at their Knolls Atomic Power Laboratory (KAPL)! This position is full-time and will be based out of Niskayuna, NY and will require the person to be onsite.

Responsibilities

• Manage construction, maintenance, and site services subcontracts from initial planning and award through project completion and closeout.

• Administer subcontract activities in accordance with established Construction Management policies, procedures, and contractual requirements.

• Serve as the primary point of contact between the organization and the subcontractor’s Project Manager throughout project execution.

• Develop and maintain effective working relationships with subcontractor project teams to support successful contract performance.

• Oversee and monitor subcontractor performance, schedule adherence, quality, safety, and overall compliance with contract requirements.

• Ensure subcontractor activities comply with OSHA regulations, site-specific safety requirements, and applicable organizational standards.

• Monitor subcontractor work to identify potential performance issues, compliance concerns, or risks that could impact project execution.

• Provide appropriate direction and clarification to subcontractors to minimize miscommunication, prevent rework, and maintain alignment with project requirements.

• Maintain clear communication channels between internal project stakeholders and subcontractors to prevent conflicting or unauthorized direction.

• Verify subcontractor adherence to the scope of work, contractual requirements, established procedures, and project expectations.

• Assist in identifying and resolving subcontractor performance issues before they affect project cost, schedule, quality, or safety.

• Support subcontract administration activities designed to reduce project risk and prevent subcontractor failure.

• Perform duties as a qualified Subcontractor Work Administrator in accordance with Naval Nuclear Laboratory (NNL) requirements.

• Review and approve Material Disposition Lists associated with waste generated during upcoming construction and maintenance projects.

• Perform Waste Chemical Representative responsibilities in accordance with applicable NNL qualification and waste-management requirements.

• Coordinate with project management, Construction Management, subcontractors, and other site personnel to support safe and successful project execution.

Requirements

• Education & Years of Experience – High School Diploma and 1+ years of relevant experience.

• Citizenship – To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work.

• Clearance – To be considered, you MUST be able to obtain and maintain a government issued clearance before you can start .

  • Candidates with an active DOE "L" Clearance or DOD "Secret" clearance are HIGHLY DESIRED.

• Self-directed and able to work independently with minimal supervision.

• Working knowledge of OSHA regulations, standards, and related safety documentation.

• Strong leadership, interpersonal, and communication skills.

• Ability to work effectively within a multidisciplinary and multi-faceted project team.

• Ability to read, interpret, and comprehend technical documents, specifications, and engineering/construction drawings.

• Demonstrated ability to communicate technical concepts and information clearly and concisely to both technical and non-technical personnel.

• Field construction experience, including familiarity with construction activities, site operations, and contractor oversight.

Desired Skills

• Ability to work independently and remain self-directed with minimal supervision while overseeing subcontractor activities.

• Expert knowledge of subcontract policies, procedures, and contract administration practices.

• Strong understanding of how subcontract requirements are flowed down from owners or prime contractors to subcontractors and lower-tier subcontractors.

• Experience reviewing multidisciplinary procedures, work packages, and contractor-submitted plans.

• Experience providing oversight of environmental, safety, and health requirements associated with field construction activities.

• Ability to provide input and support for the development and execution of Project Execution Plans.

• Ability to respond effectively to unplanned events, changing field conditions, and unforeseen project issues.

• Experience monitoring, evaluating, and documenting subcontractor performance.

• Strong field construction experience, including familiarity with contractor oversight and site execution activities.

About the Site

The Naval Nuclear Laboratory is comprised of the Bettis Atomic Power Laboratory , located in West Mifflin, Pennsylvania, the Knolls Atomic Power Laboratory located in Niskayuna, New York, the Kesselring Site , located in West Milton, New York, and the Naval Reactor Facility located in Idaho Falls, Idaho. Together, they develop advanced technology for the United States Naval Nuclear Propulsion Program, ensure the safety and reliability of naval nuclear reactors, and train Sailors who operate reactors in submarines and aircraft carrier fleets ( energy.gov ).
