Roadway Illumination Engineer - Traffic Safety Division

Overview Roadway Illumination Engineer – Traffic Safety Division (2601709). The Illumination group develops and oversees standards, specifications, practices, and policies for roadway lighting on Texas highways. This role collaborates with TxDOT Districts, contractors, and consultants to design, build, and maintain safe roadway lighting and electrical systems, specifies standard lighting equipment, and develops training programs for TxDOT employees, contractors, and consultants. The work location is 6230 E Stassney Lane, Austin, TX 78744. Responsibilities Develop, oversee, and update standards, specifications, practices, and policies for roadway lighting and electrical systems. Coordinate with TxDOT Districts, contractors, and consultants to design, build, and maintain safe roadway lighting. Specify and approve standard lighting and electrical equipment used throughout the state. Develop and oversee classroom, field, and online training programs covering lighting, electrical, and safety practices for TxDOT personnel, contractors, and consultants. Provide technical support and guidance on roadway lighting projects, including design reviews, assessments, and on-site analyses. Interprets manuals and required guidelines for traffic operations and safety practices. Represent TxDOT in meetings, presentations, and coordination activities related to roadway lighting. Oversee contracts for inspection, inventory, and database maintenance for roadway lighting and other traffic structures. Review and process Plans, Specifications & Estimates (PS&E) submissions, and special provisions related to roadway lighting. Prepare and revise schematics, PS&E, and project designs for roadway lighting and electrical systems; review traffic engineering studies and warrants for roadway lighting. Prepare technical reports and specifications; manage related responsibilities as assigned. Career Levels and Typical Roles Roadway Illumination Engineer II — Performs complex engineering design work and supports Districts with policies, procedures, and standards for roadway lighting and electrical systems. Responsibilities include design, document development, and on-site support. Roadway Illumination Engineer III — Performs advanced and complex engineering work; plans and prioritizes work; manages multiple projects; maintains broad knowledge of electrical safety standards, codes, and practices. Roadway Illumination Engineer IV — Performs highly advanced work; may serve as team lead and provide oversight to engineering staff; develops policies, procedures, manuals, and standards; investigates public concerns related to traffic signals and lighting. Minimum Qualifications Education Bachelor's degree in engineering or related science (TX PELS accepts higher degrees). Experience Engineer II: 5 years engineering, transportation engineering, or related experience; Engineer III: 6 years; Engineer IV: 7 years. Experience can be substituted with graduate-level education on a year-for-year basis. Substitutions for Minimum Qualifications may apply. Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle. Licensed Professional Engineer (PE) in Texas or permitted to obtain within six months of hire per Texas Engineering Practices Act. If licensed in another state, must obtain Texas PE license within six months and sign acknowledgment of requirements. Knowledge, Skills, and Abilities (Illustrative) Knowledge of roadway lighting and electrical equipment design, construction, operation, and maintenance. Proficiency in engineering software, lighting design tools, and standard applications. Ability to write clearly, present information effectively, and coordinate multiple projects. Experience with design and drafting, project plans, specifications, and estimates. Strong understanding of electrical safety standards, codes, and practices. Ability to develop and deliver training materials and presentations. Strong analytical, problem-solving, and decision-making abilities. Work Experience and Responsibilities by Level (Summary) Roadway Illumination Engineer II: perform design and technical tasks; provide support to districts, consults, and contractors; prepare and review PS&E; on-site reviews. Roadway Illumination Engineer III: manage multiple projects; oversee safety and electrical standards; contribute to policy and procedure development. Roadway Illumination Engineer IV: lead teams; develop and refine policies and standards; respond to public inquiries regarding lighting and traffic systems; provide strategic direction. Work Environment and Physical Requirements Physical demands: sedentary with occasional lifting up to 10 lbs; occasional travel; on-site inspections may be required. Visual and auditory requirements: close visual acuity for data reading and computer work; clear hearing for communication.
