Under general supervision, provides a safe and secure environment for employees, patients and visitors by protecting ANTHC property against fire, theft, harm, vandalism, and unauthorized entry. Responsibilities: ALL Operates a multi-line, communications and alerting systems Determines and assigns the appropriate priority level to the call and enters the appropriate dispatch system. Asks questions to interpret, analyze and anticipate the caller's situation in order to provide information to the appropriate response team. Monitors life-safety and security alarms coordinating activations of emergency and incident responses. Determines nature and location of alarm and/or code in order to dispatch appropriate staff and security utilizing a variety of communication systems. Contacts the municipal police and fire authorities when necessary. Enters and modifies information in either a written format and/or computer system. Provides information, instructions, and assistance to staff, patients, and visitors and provides information and assistance within the scope of the designated authority. Implements emergency procedures when appropriate or as directed. Ask questions to interpret, analyze and anticipate the caller's situation to resolve problems, provide information, dispatch emergency services, or refer callers to other departments and agencies. Monitors and maintains continuous radio contact with security. Monitors and operates a radio console. Performs active monitoring of surveillance systems. Receives and relays information regarding incidents and other activities to appropriate agencies and staff. Keeps a computerized call log. Documents data for incident reports by keying pertinent details into entry forms, and processing both video and media files. Performs queries to research report data as requested; maintains records and files in accordance with established standards. Works closely with Hospital leadership to identify or escalate any emergencies, environmental, health or safety-related incidents that may require Hospital Incident Command System response. Performs other duties as assigned. Dispatcher II Performs all duties of a Security Dispatcher I. Trains and mentors Security Dispatcher I employees through observation, coaching, auditing, and debrief sessions. Participates in the development and creation of content, including training outlines, learning objectives, and instructional methods (such as individual training, group instruction, online training, lectures, demonstrations, conferences, meetings and workshops), and determines appropriate methods of evaluation. Proactively analyzes and identifies incident trends, repetitive incidents or situations, and unusual circumstances that could potentially have an adverse impact campus-wide services provided by ANTHC. Utilize discretion in the prioritization of duties while simultaneously determining when to escalate issues through the necessary and established channels. Dispatcher III Performs all duties of a Security Dispatcher I and II. Train and mentor Security Dispatcher I & II employees through observation, coaching, auditing, and debrief sessions. Develop and create content, including training outlines, plans with clear learning objectives, instructional methods (such as individual training, group instruction, online training, lectures, demonstrations, conferences, meetings and workshops), and determines appropriate methods of evaluation. Directs Emergency Dispatcher I and II performance of regularly assigned duties; prepares shift notices and assignments; assists with performance evaluations; makes recommendations in matters concerning employee discipline and retention. Works closely with Security department leadership to correct any technical or procedural issues and provide recommendations for improvements. Assist Security Dispatch Supervisor to address concerns from dissatisfied customers to ensure that problems are resolved and customer service is improved; working to improve operations and foster cross departmental communication and process improvement. Ability to perform the duties of a Security Dispatch Supervisor in their absence, to ensure the continuity of the chain of command. Other information: KNOWLEDGE and SKILLS Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics. Knowledge of basic security concepts and procedures. Knowledge of safety, infection and quality control standards. Skill in oral and written communication. Skill in managing multiple priorities and tasks concurrently and meeting deadlines. Skill in establishing and maintaining cooperative working relationships with others. Skill in using a variety of computer applications. Skill in typing 30 words per minute. Skill in using 2 way portable radio systems. Skill in using verbal communications to gather information from others during stressful events. Ability to recognize and respond to emergency situations. Ability to solve problems on an independent basis. Ability to accurately receive and transmit information by radio, telephone or computer system. Ability to translate observations and information into legible, complete and accurate reports. Ability to perform multiple tasks rapidly and accurately under a crisis condition. Ability to establish priorities and pass on information as needed. Ability to work under pressure and in highly stressful situations. Ability to operate computers or demonstrate strong skills using variety of computer applications. Ability to speak clearly on the overhead paging system. MINIMUM EDUCATION QUALIFICATION High School Diploma or GED equivalent. MINIMUM EXPERIENCE QUALIFICATION Security Dispatcher I Non-supervisory - 1 year of customer service, administrative support, or dispatching experience. Security Dispatcher II One (1) year experience in security or safety emergency Dispatcher role in a related field or industry. Security Dispatcher III Two (2) years' experience in security or safety emergency Dispatcher role in a related field or industry. MINIMUM CERTIFICATION QUALIFICATION Security Dispatcher I
Non-supervisory - Must obtain and keep current FEMA Incident Command System Training ICS-100 & 200 certificates of completion within 30 days of hire.
Security Dispatcher II
Non-supervisory - Must possess and maintain all relevant certifications. FEMA Incident Command System Training ICS-100, 200, 700, & 800 certificates of completion. Basic Healthcare Security Officer Certification through International Association of Healthcare Safety and Security (IAHSS).
Security Dispatcher III
Non-supervisory - Must possess and maintain all relevant certifications. FEMA Incident Command System Training ICS-100, 200, 700, & 800 certificates of completion. Possess Advanced Healthcare Security Officer Certification through International Association of Healthcare Safety and Security (IAHSS). PREFERRED EDUCATION QUALIFICATION Associates degree in Criminal Justice, Police Administration, or related field. PREFERRED EXPERIENCE QUALIFICATION Experience monitoring complex electronic monitoring systems preferred. Previous clerical experience and/or background in Health Care. Previous experience in Health Care Security. Previous experience as a First Responder in Fire, EMS, Law Enforcement or Military preferred. PREFERRED CERTIFICATION QUALIFICATION Emergency Dispatcher Certification ADDITIONAL REQUIREMENTS Must be minimum of 18 years old. Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.
