Job Description - Government Services Analyst (Quality Improvement Specialist) (Health) (260000J7) Job Description Government Services Analyst (Quality Improvement Specialist) (Health) - ( 260000J7 ) Description Position Grade: 214G Department: Health Department Job Type: Full-Time (Permanent) Examination Number: EX1734 Location: Downtown - St. Louis, MO The Government Services Analyst (Quality Improvement Specialist) serves as a key leader in facilitating quality improvement (QI) initiatives that strengthen public health programs, improve organizational effectiveness, and advance equitable health outcomes. This position collaborates with multidisciplinary teams, leadership, and community partners to implement evidence-based quality improvement strategies, support accreditation efforts, analyze organizational performance, and foster a culture of continuous quality improvement throughout the Department of Health. Essential Functions and Responsibilities: Lead quality improvement initiatives that improve the quality, efficiency, and effectiveness of public health programs and operational areas. Facilitate multidisciplinary quality improvement teams. Analyze organizational performance data to identify trends and improvement opportunities. Develop quality improvement projects utilizing best practice methodologies and frameworks. Support agency accreditation by implementing standardized processes, monitoring compliance with Public Health Accreditation Board (PHAB) Standards and Measures, and maintaining accreditation documentation and records. Foster continuous performance improvement by promoting best practices, evidence-based methods, performance standards, data-driven decision-making. Provide training and technical assistance on quality improvement methodologies. Prepare reports, presentations, dashboards, and executive summaries for management. Promote a culture of continuous quality improvement throughout the Department. Promote innovation and the use of new or emerging technologies throughout the department. Develop and utilize various communication tools to collect and share information both internally and externally. Assist in monitoring compliance with PHAB accreditation standards and documentation requirements. Facilitate and organize meetings to improve the quality culture of the organization or operational efficiencies. Leads organizational performance management and continuous quality improvement initiatives using evidence-based methodologies. Facilitates cross-functional teams in identifying opportunities to improve efficiency, effectiveness, customer satisfaction, and health outcomes. Develops dashboards, performance measures, and data visualization tools to monitor organizational performance. Provides consultation to bureau leadership regarding quality improvement strategies and organizational performance. Assists programs in identifying, monitoring, and reducing health disparities through data-driven improvement strategies. Supports strategic planning and the implementation of agency-wide quality improvement priorities. Perform other duties as required or assigned. Knowledge, Skills and Abilities: Self-motivated with the ability to work effectively under pressure while delivering high-quality work in a timely manner that demonstrates measurable improvements in processes and health outcomes. Capable of effectively leading and managing project teams both virtually and in-person, with strong change management skills. Excellent verbal and written communication skills, including presentation abilities, and proficient in engaging stakeholders, staff, and management. Skilled in training staff in quality improvement processes and tools. Skilled at data analysis, report writing, grant and contract writing, and developing PowerPoint presentation. Proficient in analyzing processes and programs using quality improvement methodologies and standard quality improvement tools. Able to develop effective solutions and improvements to processes and programs. Detail-oriented with a commitment to delivering high-quality work. Data Utilization: Requires the ability to perform basic level of data analysis including the ability to review, classify, categorize, prioritize and/or reference data, statutes and/or guidelines and/or group, rank, investigate and diagnose. Requires discretion in determining and referencing such to established standards to recognize interactive effects and relationships. Human Interaction: Requires the ability to provide paraprofessional level counseling in semi-specialized areas, such as social service referral and casework. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate a variety of office equipment such as computer terminal, typewriter, telephone, fax machine, calculator/adding machine, computer printer and photocopier. Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as detainee records, case notes, referral recommendations, incident reports, contact sheets, grievance forms, treatment plans, intake forms, directories, statutes, procedures, guidelines and non-routine correspondence. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division. Functional Reasoning: Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objective. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to disease and irate individuals poses a very limited risk of injury. Physical Requirements: Requires the ability to lift files and office materials up to twenty pounds. Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of shapes and sounds associated with job‑related objects, materials and tasks to clearly distinguish objects and communicate with detainees and others. Qualifications A Bachelor’s degree in Quality Assurance, Quality Management, Epidemiology, Public Health, Health Administration, or a directly related field; plus two years of experience in quality improvement, performance management, or public health which includes experience in data analysis. OR an equivalent combination of education, training, and experience. Preferences: Master’s degree in a directly related field Certified Manager of Quality/Organizational Excellence (CMQ/OE) Certified Professional in Public Health (CPH) Project Management Professional (PMP) Experience supporting or leading PHAB accreditation activities Experience implementing quality improvement initiatives within a public health setting. Proficient with Lean Six Sigma, PDSA, Root Cause Analysis, Process Mapping, and Performance Management Systems License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request.
