Metrics specializes in federal program management and IT support. We are building a team in anticipation of a new contract supporting the Department of Veterans Affairs office that oversees medical disability examinations for Veterans and separating Service Members.

About the role

This is a hands-on program manager role. You will own the program's master schedule and change-control process, run the monthly reporting cadence, and roll up your sleeves on data and dashboard work with the analysts when the queue calls for it. You will also be the primary point of contact between our team and VA leadership. This is a contingent offer — the position will be filled upon contract award.

Requirements

• Bachelor's degree in business, public administration, information technology, engineering, or a closely related field.
• At least 10 years of program or project management experience supporting U.S. federal government agencies.
• Active PMP certification (or an equivalent program management credential).
• Hands-on experience building and maintaining an Integrated Master Schedule in Microsoft Project or a comparable tool.
• Hands-on experience supporting a change-control or configuration control board: change packages, impact analyses, logs, minutes, action tracking.
• Hands-on data and reporting skills in at least two of Tableau, Power BI, SQL, Python, or Access, plus advanced Excel.
• Working proficiency with Microsoft SharePoint and experience directing SharePoint or Power Platform development.
• Prior experience as the primary contractor contact for a federal contracting officer or COR, with accountability for written deliverables.
• Enough familiarity with FISMA and the NIST Risk Management Framework to track authorization milestones and flag risk.
• Must be able to pass a VA background investigation and complete VA cybersecurity and privacy training before starting.

Nice to have

• Direct ATO coordination experience at VA or DoD.
• Prior work supporting VA Veterans Benefits Administration programs.
• Oracle Business Intelligence (OBIEE) experience.
• Earned Value Management or Integrated Baseline Review experience.

What you’ll do

• Build and maintain the Integrated Master Schedule for every active project on the program, and deliver it monthly with the performance report.
• Support the government's Configuration Control Board: prepare agendas and change packages, write up change requests and impact analyses, keep the change log and minutes, and track actions to closure.
• Work alongside the data analysts on standing reports and ad hoc data requests using Tableau, Oracle BI, Python, Access, and Excel, and take some of that work yourself when needed.
• Direct the SharePoint and Power BI developers on a steady stream of dashboard, tracker, and site projects, and keep the support log current.
• Lead the contract kickoff, write after-action reports within two business days of each significant meeting, and compile the Monthly Performance Summary Report with all appendices.
• Keep the ATO milestones for each vendor system on the master schedule and run the internal status sessions with our ATO specialists, who own the technical authorization work.
