Our employees are not only part of history, they're making history.Northrop Grumman Defense Systems Sector is currently seeking a Manager of Programs Level 3, in our growing Fuzing and Warhead business, within our Missile Products Business Unit (BU), at our Allegany Ballistic Laboratory (ABL) facility located in Rocket Center, West Virginia.This position will support various programs within the business unit portfolio of programs. This position reports directly to the programs portfolio Market Area Manager.The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization aligned to common program performance goals. This position is on-site and no remote work available.Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems.Job duties include, but are not limited to: Establishing, cultivating and maintaining customer relationships and intimacy to develop further opportunities within the customer communityEstablishing, developing and supporting new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.Architecting, establishing and maintaining a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsCreating, developing and leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesDesigning, establishing and measuring and reporting program performanceCreating, developing and delivering presentations to customers, executive management and other program stakeholdersArchitecting, developing and participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsEstablishing and supporting design concepts, criteria, and engineering efforts for product production process research, development, integration and testArchitecting, creating, managing, reviewing and finalization of the program Statement of WorkCreating, developing and evaluating, distribution, tracking, and completion of program requirementsApproving and management of the program and subordinate baselines Establishing, managing and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and toolsPrioritizing, developing, evaluating, allocating and managing program resources needs and accountability, including workforce planningAllocating, Developing and managing Government/customer supplied property or information (GFE, CFE, etc.)Establishing, cultivating and managing suppliers to meet program objectives.Allocating and ensuring adherence to all internal processes, policies, and applicable industry standardsArchitecting, developing and ensuring program team understands and adheres to contract scope, and manages change through control board activities Architecting, developing and managing adherence to master plans and schedulesDeveloping, managing and conducting thorough risk & opportunity management practices including identification, mitigation and realizationDesired Attributes:Business Acumen: The ability to apply knowledge, insights and understanding of business and financial concepts, tools and processes to the benefit of developing market strategiesCapture Management: Insight into customer technical and business (financial, political, cultural) requirements and the ability to shape customer expectations with a solution that satisfies their needs and is advantageous to the company.Communications: The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs. Ability to resolve disputes and negotiate with positive outcome while maintaining good relationships within the organization, specifically between peers and management as well as all levels of program.Program Growth: The ability to recognize and respond to customer needs in order to develop additional sales that support organizational objectives.Proposal Team Development: The ability to define proposal strategy and develop proposal teams that analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses).Risk & Opportunity: The ability to address portfolio uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities to the Market Area Manager looking forward 5 years and beyond.Customer intimacy: Consistently makes time to seek and incorporate input from customers and understand their expectations. Demonstrates commitment and energy to meet customer needs. Builds strong relationships with strategic partners and key suppliers. Basic Qualifications:Bachelor’s degree and 10 years (or Bachelor of Science in STEM and 9 years), OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) experience supporting U.S. Government contracts and customers and/or project management in other industriesMinimum 10 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either a project lead, integrated program team lead or cost account managerMinimum 10 years of demonstrated success leading teams and/or organizations to achieve goalsKnowledge of pricing and proposalsHigh level of competency in Project Management skills and toolsetsExperience managing suppliersCompetent in Microsoft Office Suite (i.e. PowerPoint, Excel, Word, Outlook)Ability to obtain a DoD security clearance (US Citizenship is a requirement)Preferred Qualifications:A degree in a science, engineering, or a business program5-10 years of managing direct reports or indirect reports through program managementExperience in the aerospace/defense industry or within the Department of Defense or NASA PMP certificationExperience in Proposal ManagementExperience with Lean, Six Sigma, Agile methodologiesAbility to define technical strategy to promote capturing business in new areasActive Security ClearancePrimary Level Salary Range: $166,700.00 - $250,100.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
