8204 Inst Police Officer (REISSUED)

City College of San Francisco

Appointment Type Classified – Provisional (Temporary Provisional (TPV) excluded from competitive Civil Service examination). Considered “at will” and subject to permanent civil service examination later. Position Description City College of San Francisco is recruiting full‑time Institutional Police Officers (40 hours/week, full fiscal year 260 days). Under direction of the Chief of Police, officers act as peace officers pursuant to CA Penal Code Section 830.32(a) and CA Education Code Section 72330, providing protection of life and property and enforcing laws and college policies. The department is sworn unarmed; officers are required to sign a memorandum acknowledging this policy. Job Duties Administers first aid to students, staff and/or visitors for the purpose of providing immediate emergency medical care. Arrests individuals engaging in illegal activities for the purpose of apprehending suspects to prevent further illegal activities. Collaborates with community agencies (e.g. law enforcement, courts, health care, etc.) for the purpose of addressing individual cases and/or taking action regarding investigations, criminal activities, gang activities, vandalism, etc. for the safety and security of the college sites. Communicates safety and security policies and enforcement procedures to students, staff and visitors for the purpose of ensuring their understanding of such information, the potential consequences of violation, and building a community relationship. Enforces applicable laws for the purpose of responding appropriately in accordance to federal, state, District, and municipal laws, rules, and policies. Enforces college policies as necessary (e.g. student ticketing, disciplinary issues, etc.) for the purpose of implementing campus Police Department processes and student code of conduct. Escorts students, assigned personnel and/or visitors for the purpose of providing safety and providing site security. Implements safety escorts (e.g. students, staff, visitors, etc.) for the purpose of ensuring safe movement on campus. Investigates potential campus crimes and/or student related community incidents for the purpose of resolving conflicts, taking appropriate action, and/or referring to outside agency for resolution. Participates in unit meetings, in‑service training, workshops, etc. for the purpose of conveying and/or gathering information required to perform job functions. Patrols college facilities (e.g. grounds, roads, buildings, adjacent areas, parking lots, etc.) for the purpose of providing visibility, maintaining security, and deterring criminal activities. Prepares a variety of documents (e.g. police reports, citations, incident reports, activity logs, memos, letters, procedures, etc.) for the purpose of documenting activities, providing written reference, and/or conveying information. Presents information in a variety of settings (e.g. classrooms, meetings, staff orientations, etc.) for the purpose of informing individuals of public safety, law enforcement procedures and individual rights. Provides traffic and parking control for the purpose of maintaining efficient traffic flow and use of parking lot/s. Reports safety issues or concerns (e.g. to maintenance department (broken fixtures, insufficient lighting), etc.) for the purpose of maintaining a safe environment, free of hazards. Responds to a variety of situations (e.g. accidents, injuries, vandalism, suspicious activities, alarms, etc.) for the purpose of making appropriate response and taking the appropriate action to resolve immediate safety and/or security concerns. Responds calls for services from a variety of sources regarding campus security issues for the purpose of providing information, direction and/or referral for addressing inquiry. Testifies in court proceedings for the purpose of providing information regarding alleged illegal activity. Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit. Working Conditions This classification may require maintaining physical condition necessary for walking, standing, running or sitting for prolonged periods of time; bending, stooping, kneeling, crawling; moderate to heavy lifting and carrying; possible exposure to physical injury and other dangers inherent in police work. Must possess satisfactory hearing capabilities and visual acuity of at least 20/100 correctable to at least 20/30 in each eye. Officers are required to wear police uniforms, bullet‑proof vests, and required police gear. Officers are required to work flexible shifts, rotating shifts, weekends, and holidays. Shifts are Day shift (5 days/8 hours per day) or swing shift (4 days/10 hours per day); 7 days a week. Officers may be assigned to any of the District campuses under department policy and/or at discretion of Chief of Police. Minimum Qualifications High School diploma or equivalent (GED or High School Proficiency Examination). AND One (1) year of experience as a police officer, member of a military police unit or other work involving the safeguarding of life and property; AND California Driver License; AND Basic P.O.S.T. Certificate (issued by California Department of Justice, Commission of Peace Officers Standards and Training) required prior to field work assignment and within twelve (12) months of hire date, as a condition of employment. Desirable Qualifications Certificate of completion from a P.O.S.T. academy. Completion of 60 units of college credits preferably in the Administration of Justice field. Two years of verifiable work experience. One year of law enforcement experience. Specialized training in law enforcement, security or related field. Experience in working within an educational setting preferably in community colleges. Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, linguistic, ethnic backgrounds and disabilities of community college students, faculty, and staff. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Reliable, responsible, dependable, and a good team player. Ability to participate in meetings, workshops, events and other college functions as needed and to represent the department. Effective interpersonal skills enabling the officer to effectively deal with a diverse population of students, staff and the general public. Good organizational skills. Willingness to work extended hours or start early when required. Ability to work and perform job duties effectively under pressure. Ability to pay close attention to detail to ensure consistent accuracy and prioritize workload with frequent interruptions. Effective experience in conflict resolution in person, virtually, email and/or by phone. Ability to take initiative, problem solve and work independently with good judgment about when to seek direction. Understanding of regulations related to handling of confidential student information. Benefits Additional Days Off with Pay: Classified employees working full year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year’s Day, as well as an additional five (5) paid days during spring break. Eligible school‑term‑only (STO) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Eligible school‑term‑only employees who are not scheduled to work on the days designated as Spring Break will not be paid for these days off. Contributions: New employees hired on or after October 1, 2013 will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF). Short‑Term? Institutional Police positions are eligible for membership in CalPERS but do not participate in SFERS.
