Water Resources Project Manager Job Locations: US‑SC‑Rock Hill, US‑SC‑Columbia, US‑SC‑Greenville, US‑SC‑Charleston Overview Lead water resources and stormwater engineering projects for federal, state and municipal clients. Manage projects, mentor junior staff, and coordinate project delivery while maintaining schedules, budgets, and client satisfaction. Duties, Responsibilities & Other Lead a team of designers in developing and managing PS&E packages for roadway and bridge projects. Utilize state DOT and AASHTO design standards. Manage and grow a design team, oversee project delivery, and provide training and development to staff. Prepare proposals, including scope, schedule, and fee; manage contracts and billing; maintain project schedules and budgets. Develop and communicate the Project Management Plan, manage project scope, resources, risks, and quality assurance. Serve as primary client contact and ensure timely, professional communication. Collaborate with internal stakeholders to drive project success and foster a collaborative environment. Handle financial management: negotiate contract terms, track budget, report utilization, and provide monthly progress and completion reports. Support business development: evaluate opportunities, prepare qualification statements, present to clients, and promote KCI capabilities. Conduct field visits, gather data, maintain design documentation, and make technical decisions during project execution. Address essential duties and responsibilities with or without reasonable accommodation. Project Management and Leadership Manage all aspects of the project, including technical staff, subcontractors, and suppliers, to ensure timely and successful completion. Develop and communicate the Project Management Plan, outlining objectives, scope, schedule, budget, quality, and safety standards. Maintain project schedules, identify and mitigate potential delays. Monitor budgets and implement cost‑control measures to stay within limits. Uphold high quality standards and oversee quality assurance processes. Act as primary client point of contact and address client concerns promptly. Collaborate with stakeholders to drive project success. Allocate resources efficiently. Identify, assess, and manage risks and develop mitigation strategies. Conduct risk assessments and prepare contingency plans. Training, Development, and Compliance Mentor staff for training and development. Comply with all KCI policies and procedures. Input into project‑specific safety plans and implement them to meet federal, state, and local regulations. Financial Management and Reporting Negotiate contract terms, scope, and fees with clients and subconsultants. Develop project schedules from inception to completion, optimizing concurrent tasks for efficiency. Report monthly proposal/business development results to senior leadership. Achieve and exceed budgeted utilization targets (70‑80%). Chart and report project performance results, provide corrective actions, and deliver projects on time and within budget. Prepare monthly project completion reports and inter‑practice agreements. Provide weekly new project data to senior leadership. Seek ways to improve efficiency while lowering cost. Business Development and Marketing Participate in project opportunity evaluation, consultant selection, and qualification/experience statements. Identify new business opportunities and coordinate project presentations to clients and external groups. Promote KCI capabilities among existing and prospective clients. Assist with project close‑out, including write‑ups and marketing materials. Project Execution and Technical Oversight Fully manage all required project management and technical deliverables. Compare field data to design plans. Conduct site visits and gather data (measures, sketches, notes, photographs). Prepare all phases of designs or deliverables for approval. Read and interpret technical documents for project execution. Make decisions on issues or challenges during implementation. Maintain knowledge of state and municipal policies and guidelines. Qualifications Education and/or Skills Required Bachelor's Degree in a related AEC field (or 7 years of equivalent experience); minimum 3 years of professional experience. Continuing education and professional development participation. Experience in project management roles with successful delivery track record. Demonstrated leadership to inspire and motivate teams. Organizational and time‑management skills; ability to prioritize and handle multiple projects. Excellent communication and interpersonal skills with clients, teams, and stakeholders. Technical knowledge in water resources and stormwater engineering. Proficiency in project management software and tools; ability to develop comprehensive plans and documentation. Knowledge of industry standards and best practices in project management, quality, and safety. Strong problem‑solving skills and innovative solution implementation. Negotiation skills for contracts, scope changes, and stakeholder agreements. Understanding of accounting principles for budget, financial reporting, and resource allocation. Education and/or Work Experience Preferred Master's Degree in a related AEC field. Certificates, Licenses, and/or Registrations Required Complete KCI PM Training and Contract Risk Training; pass the PM Board within 6 months of start date.
