Health Services Manager, Senior

Health Services Manager, Senior Salary may be negotiable within the range listed above, based on position requirements and successful candidate’s qualifications. Overview The Health Services Manager, Senior (HSM, Sr.) in QMS Quality Assurance/Quality Improvement and in the Crisis and Acute Care Services (CAC) will oversee daily operations, provide leadership and supervision to management-level and licensed clinical supervisory staff, and manage work unit goals. The role coordinates with multiple divisions, collaborates with county managed care plans, and serves as the primary contact with the Department of Health Care Services for program compliance. Responsibilities The HSM, Sr. will: Provide operational and technical management to staff. Implement health services and programs and manage work systems to meet compliant standards. Evaluate services and research trends to recommend and implement changes. Conduct performance evaluations, employee development, hiring, discipline, and termination procedures and directly supervise staff. Troubleshoot and resolve program or work unit issues and keep senior management informed. Make and implement resource allocation recommendations. Oversee research and analysis of policy and related information and make recommendations to higher-level management. Coordinate with the general public, service providers, vendors, internal staff, and external agencies, establish and manage partnerships, convene and attend meetings, and prepare presentations to stakeholders. Perform other similar duties as assigned. Desirable Qualifications and Core Competencies Possession of a Health Care Compliance (CHC) Certification or Healthcare Privacy Compliance (CHPC) is desirable for the QMS position. Valid registration as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Professional Clinical Counselor, Registered Nurse, or Licensed Psychologist may be required for some positions. Ideal candidate will possess extensive knowledge and experience in: Behavioral health clinical practice and current issues, trends, and challenges. Public behavioral health system of care in California. Interpretation and implementation of health care laws, regulations, policies, and procedures. Healthcare quality management principles. Healthcare compliance and health system administrative operations and billing. Health information management and exchange. Proficient use of Microsoft Office. Core Competencies Judgment and risk management in business decisions. Problem analysis and solution development amid changing priorities. Identification of department needs and design of program objectives, policies, and procedures. Cross‑divisional collaboration and stakeholder engagement. Organizational culture navigation and political acumen. Review and development of staff strengths and weaknesses. Knowledge sharing and support of career development plans. Valuing diversity and removing barriers to equal opportunity. Clear communication of agendas, issues, and action items. Building effective working relationships internally and externally. Conflict resolution with diplomacy. Minimum Qualifications Minimum qualifications for the Health Services Manager, Senior classification include required education, experience, and physical, mental, and environmental conditions as defined by the County. Candidates must also meet any regulatory or licensing requirements applicable to their division.
