GENERAL STATEMENT:

SCOPE OF POSITION:
The William Booth Center (WBC) Director administers and provides operational oversight to all WBC programs under the purview of The Salvation Army. The WBC Director serves as a representative of The Salvation Army at the direction of the Director of Operations. The WBC Director coordinates operations of component departments through active interaction with program managers. The WBC Director analyzes contract content and compliance - oversees and participates in all grant and contract submissions. The WBC Director analyses training needs and promotes and coordinates trainings and development programs to improve individual and organizational performance. Under the supervision of the Director of Operations, the WBC Director is responsible to manage the operational program budget in close coordination with positions supervised.
Additionally, the WBC Director will seek opportunities for funding development, communicate with existing and potential donors, host program tours and make funding presentations, in coordination with the Divisional Development department.
EDUCATION AND WORK EXPERIENCE:
- Master's degree with major study in Social Work preferred; Psychology, Public Administration, Business, or related field will also be considered. Equivalent program management and administration experience in lieu of formal education will be considered
- One year of experience in residential services for adults.
- 3 years related supervisory experience
- Knowledge/experience working with Veterans and the Veterans Administration preferred
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
- Knowledge of low-barrier, low-demand shelter operations
- Knowledge of federal, state, and local residential facility statutes and regulations; community resources; and social service programs
- Knowledge of laws, regulations, and guidelines governing personnel administration and government funding
- Knowledge of local Social Services agencies and community partners, or ability to obtain that knowledge quickly through professional networking
- Ability to build strong rapport with community partners and funders
- Ability to establish new professional relationships that lead to increased organizational funding
- Demonstrated skill in long term strategic planning
- Ability to engage with diverse populations in a respectful and culturally responsive manner
- Demonstrates commitment to the values of equity and inclusion by honoring diverse characteristics and expressions of personal identity
- Ability and willingness to keep information confidential
- Strong use of the English language in verbal and written communication
- Ability to pass a criminal background check
SOFTWARE-RELATED SKILLS:
- Microsoft Office applications
- Working knowledge of integrated database applications
- Working knowledge of HMIS will be beneficial
- Ability to use new software programs with basic training
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Establishes and maintains the mission of The Salvation Army by identifying societal and community needs; advocating the agency's philosophy both internally and externally; and developing program goals and objectives in consultation with Director of Seattle Social Services
- Serves as a point of contact when working with officials of funding agencies
- Maintains proactive relations with other service organizations
- Coordinates with the Contract Compliance Specialist in the submission and administration of grant funding
- Represents the William Booth Center and The Salvation Army in contacts with federal, state, and local government organizations, current and potential funding sources, other human services and advocacy organizations, community groups, and the public
- Host facility tours and provide presentations to donors
- Coordinates the activities of the program with those of other community-based organizations.
- Maintains the stability and reputation of the organization by complying with legal contract and accreditation/certification requirements
- Maintains agency operations, by providing for the formation and enforcement of program, operational, and personnel policies and procedures and promotes positive agency image by presenting program services to the community; publicizing accomplishments of the agency; and adhering to a professional code of ethics
- Maintains and enhances own professional and technical knowledge by attending educational workshops and seminars; reviewing professional publications; and establishing professional networks
- Develops and maintains team effort by modeling appropriate team behavior and utilizing opportunities to promote team spirit
- Directs and participates in long and short-range planning and goal setting; evaluates and revises plans and goals as program needs change
- Working in close coordination with SSS Director of Operations, determines internal organizational structure and staffing requirements to achieve the goals and objectives of WBC
- Coordinates with the business manager to provide oversight of all fiscal activities of the program, including budgeting, grants administration, record keeping, reporting, and purchasing
- Reviews program operations and procedures for cost effectiveness, efficiency, and goal achievement; develops improvements in close cooperation with the Director of Operations and WBC Assistant Director
- Arranges for written agreements between The Salvation Army and subcontractors or other agencies participating in the program
- Administers the program according to Salvation Army Policies and Procedures
- Perform other administrative functions as requested
PHYSICAL REQUIREMENTS:
- Ability to sit, walk, stand, bend, squat, climb, kneel, and twist on an intermittent or continuous basis
- Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead
- Ability to operate telephone
- Ability to operate a desktop or laptop computer
- Ability to lift up to 50 lbs. (usually file boxes
- Ability to access and produce information from a computer
- Ability to understand written information

Health Insurance: Low bi-weekly premiums for employee-only coverage, Kaiser HMO for those residing in a Kaiser service area, Anthem EPO/PPO is available for those residing outside a Kaiser service area. Voluntary +1 and +family coverage at additional cost. Delta Dental DHMO and DPPO dental insurance are offered.
Life and Voluntary Options. An employer-paid life insurance policy covers employees. Voluntary supplemental life, short-term and long-term disability plans are available.
Retirement Plans: Employer-funded Money Purchase Pension Plan (Defined Contribution Plan) 50% vested at five years eligible service time. Plus, an employee-funded voluntary 403(b) option.
Parental Leave: The benefit is 40 hours of Paid Leave for qualifying events.
Sick Leave: 12 days of Sick Leave annually accruing from day one, eligible for use after three months' service time.
Paid Vacation:
- Two weeks annually, accruing from day one, for non-exempt positions.
- Four weeks annually, accruing from day one, for exempt positions.
- Accrued vacation is eligible for use after six months' service time.
Paid Holidays: 13 designated holidays + 1 floating holiday per year
