Programme Manager (Ref: 244076) Healthcare Staffing Programme Band 7 (£52,845 - £61,466) Permanent, Full-time (36 hours per week) Edinburgh or Glasgow – hybrid working will apply for the foreseeable future An exciting opportunity exists for an enthusiastic and positive individual to be part of the delivery of an innovative programme to support the work of the Nursing and Integrated Care (NIC) Directorate within Healthcare Improvement Scotland (HIS). The Healthcare Staffing Programme (HSP) provides support to NHS Boards to improve their workload and workforce planning; to help ensure they have the right people with the right skills in the right place at the right time. The team is spread across Scotland and is focused on improving Boards compliance with their legislative duties under the Health and Care (Staffing) (Scotland) Act 2019. The Programme also takes a lead on HIS’s duties within the legislation in relation to developing staffing tools to inform appropriate staffing across NHS Scotland, monitoring the effectiveness of the Common Staffing Method for workforce planning and providing assurance to the Scottish Government through our monitoring and assurance functions. Responsibilities Serve as a pivotal member of the HSP and crucial to making the programme a success. Work closely with the Associate Director for Healthcare Staffing and Care Assurance and a diverse range of stakeholders both internally and externally to HIS to ensure the programme works collaboratively to achieve its objectives. Collaborate with the NIC Directorate, business manager and senior management team to ensure effective reporting, governance and risk management arrangements are in place within the directorate. Plan and organise a demanding complex programme of work with a high degree of political interest. Develop and manage relationships with a range of stakeholders; communicate effectively and lead teams to achieve programme outcomes. Contribute to the development and implementation of staffing tools and the monitoring of workforce planning across NHS Scotland. Qualifications Proven and demonstrable programme management experience. Degree level education (or equivalent experience). Highly skilled in planning and organising complex programmes with political interest. Strong communication and people skills, able to develop and manage stakeholder relationships. Creative and innovative problem‑solving abilities and an effective team player.
