Reporting directly to the Senior Director, Federal Compliance, the Director, Execution Compliance is responsible for ensuring Aecon’s U.S. federal projects are executed in accordance with company policy, applicable federal requirements, contract obligations, and approved business processes — by implementing, administering, and continuously improving the plans, controls, and processes required for compliant project execution. This is a hybrid role based out of Aecon’s Charlotte, NC office. As part of a newly forming U.S. federal business sector, this position will develop, implement, and lead the processes and controls needed to ensure compliance — personally helping to assure compliance at the outset and, as the business sector grows, potentially adding direct reports to fully own it. This role is expected to evolve as the business sector evolves, and the successful candidate should be comfortable taking on other duties as assigned. Citizenship – Due to U.S. government customer and program requirements, this position is open only to U.S. Citizens. Proof of U.S. citizenship is required and will be verified as a condition of employment. The successful candidate may also be required to satisfy additional program-specific background, access, or security‑clearance requirements. What You’ll Do Here Administer the compliance plans, procedures, controls, and processes established by the federal business sector compliance team across Federal Services Operations to support compliant project delivery. Plan, staff, and supervise the project support functions required for compliant execution, coordinating across procurement, contracts, subcontracts, and personnel administration. Serve as the execution‑side compliance authority on projects, monitoring adherence to the FAR, DFARS, and DEAR; export controls (EAR/ITAR); cybersecurity and controlled‑information requirements (CMMC, CUI, UCNI); and Foreign Ownership, Control, or Influence (FOCI) mitigation requirements. Identify emerging project, contractual, and compliance risks; develop mitigation strategies; and drive timely execution of corrective actions to closure. Coordinate with federal clients, suppliers, subcontractors, internal stakeholders, and applicable governmental entities to support project execution and issue resolution. Serve as a liaison across Aecon’s business sectors to drive consistent, compliant federal project execution, providing cross‑sector coordination, guidance, and training; this role may require periodic travel to business sector locations and project sites. Participate in business sector‑led project reviews to assess execution compliance, surface project and compliance risks, and share leading practices across projects. Maintain budget discipline and provide periodic reporting on compliance execution, project status, cost performance, and corrective‑action status to leadership. Support internal and external audits and reviews (including DCMA, DCAA, and DCSA/customer) and lead remediation of findings. Develop staff capability, succession plans, and functional readiness; lead, mentor, and develop the execution compliance team. Perform additional assignments as required by the operating needs of the Aecon U.S. business sector. What You Bring To The Team Minimum 10 years of experience managing large, complex federal compliance and/or project execution efforts, ideally in the construction, engineering, or nuclear industry. Experience managing compliance matters and working in a large U.S. government/defense contractor. Must be knowledgeable of the FAR, DFARS, EAR, ITAR, DEAR, and GSA regulations, and familiar with CMMC/CUI/UCNI and FOCI concepts. Demonstrated ability to read and interpret government regulations and to translate them into practical business processes, procedures, and controls that mitigate risk. Experience leading remediation, corrective action, and change‑management efforts, and influencing key internal and external stakeholders. Significant experience working with senior executive leadership and developing critical, productive relationships. Bachelor’s degree required; J.D., M.B.A., or advanced degree preferred. Executive presence with strong communication skills and sound, well‑reasoned judgment. Ability to pass an extensive pre‑employment background check and obtain a U.S. Government security clearance may be required as a condition of employment.
