Veterans Preference Emergency Management Director Citrus County Sheriff's Office Location Lecanto, FL Hours Full-Time; M-F 8AM to 5PM Pay Range $90,846.80 - $124,914.65 per year Job Summary This position reports to the Executive Director of The Office of Community Engagement and Transparency. The Emergency Management Director is responsible for planning, coordinating, and directing all Emergency Management activities and function to protect the lives and property of the citizens of Citrus County. Performs administrative and supervisory work related to the operation of the Emergency Management Division. This position is a Board of County Commissioners designation in accordance with Florida regulations, employed by the Citrus County Sheriff's Office. This role is essential in ensuring public safety and minimizing the impact of natural or human-made disasters. Involved in the preparation, mitigation, response, and recovery activities inherent in managing a natural or man-made disaster. Works with first responders, volunteers, government agencies, non-profits, and private organizations to coordinate a comprehensive and effective emergency response. Also critical in managing risks, saving lives, and protecting communities from potential threats. Will be required to work during any natural or man-made disaster and/or emergency. Work on occasion will include after-hours/weekends to conduct public outreach, training, or due to emergency. Required to remain at the Emergency Operations Center during activations, as directed. This position is a regular, full-time (40 hours) position working day shift, Monday through Friday. Work is performed primarily indoors with outdoor work on occasion. Involved frequent interaction with people under stressful conditions. Essential Job Duties and Responsibilities Serves as the full-time professional Emergency Management Program Administrator as designated by Florida State Statute Chapter 252 and in compliance with Florida Administrative Code 27P Responsible for the County's Comprehensive Emergency Management Plan (CEMP) and Local Mitigation Strategy (LMS) group Provides primary coordination for emergencies/disasters affecting the county which include natural, civil, technological, and ecological incidents Supervises and makes command decisions or recommendations during crisis or disaster situation Ensure that all county communications are conducted efficiently during any incident involving Emergency Management coordination Supervises division employees responsible for specific disaster relief and preparedness activities such as evacuation, sheltering, public awareness, disaster assessment, communication, and coordination with volunteer groups Advises the Sheriff or his/her designee of statute changes affecting Emergency Management Available and prepared to respond (24 hours/365 days) as necessary to any county emergency/disaster or other event that may threaten the safety, lives, or property of Citrus County citizens Assess disasters/emergencies and activities the primary EOC as needed Coordinates Emergency Management functions with appropriate emergency response personnel Provides technical assistance and coordinates resources with local, state, federal and private agencies, and organizations to determine procedures to be implement to protect the citizens and their property Coordinates and supervises mandated training for emergency response agencies and actively participates in and coordinates drills and exercises Responsible for overall operation and functionality of the EOC and during activation, operates within a Unified Command Coordinates, conducts, and participates in emergency preparedness conferences, meetings, workshops, training and classes with local, regional, state, federal and private sector agencies Participates in public outreach events to increase the readiness of residents and visitors and works toward building a culture of preparedness in Citrus County All Citrus County Sheriff's Office employees are considered 'essential workers' and are subject to working in any capacity/hours deemed necessary by the Agency during activations, including but not limited to, in-County and out-of-County deployments. Required Knowledge, Skills and Abilities Possess leadership and decision-making abilities Ability to operate special items such as generators, tools and light equipment Ability to work calmly and promptly under pressure for a prolonged period of time, in a high stress environment, managing complex emergency situations and having a positive and professional approach to all situations Knowledge of disaster response protocols, risk assessments and recovery strategies Familiar with the EMPA, EMPG and other emergency management grants Knowledge of the principals and functions of emergency management, with particular emphasis on Florida emergency management requirements/certifications Strong skills in Microsoft Office Suite, Office 365 Online and other office technology Ability to effectively and efficiently communicate with the public, local, state, federal and private organizations both in person, by telephone and in writing Must be able to work closely with these representative during stressful and extended periods of time, possible in dangerous surroundings Knowledge of Citrus County geography and general understanding of Florida geography Knowledge of local, state, and federal emergency response agencies Ability to present in written form, statistical, financial, or factual information derived from a variety of original and secondary resources Ability to coordinate hazards analysis on a variety of potential hazards to identify and verify the possible risk to the community Expertise in the preparation of applications for grants, monitoring stringent compliance/performance standards of grant awards Ability to interpret federal and state laws to formulate policy for implementation at the local level Ability to mobilize and organize personnel and resources for integrated and systematic response to actual and potential emergencies/disasters Ability to review disaster preparedness plans and identify deficiencies and provide technical assistance to improve response capability Ability to complete reasonably related duties as assigned by superiors. In case of an emergency or crisis situation, required to perform reasonable duties as assigned Assist volunteer organizations in their efforts to improve and increase response capability Must be able to use mobile communications and personal protective equipment Required Education, Experience, and Qualifications Master's degree preferably in emergency preparedness or management, business or public administration, communications, finance, homeland security, public health, criminal justice, meteorology, or environmental science and two (2) years of combined progressive experience OR a Bachelor's degree preferably in emergency preparedness or management, business or public administration, communications, finance, homeland security, public health, criminal justice, meteorology, or environmental science and ten (10) years of combined progressive experience OR an Associate's degree preferably in emergency preparedness or management, business or public administration, communications, finance, homeland security, public health, criminal justice, meteorology, or environmental science and 12 years of combined progressive experience OR a High School Diploma and 15 years of combined progressive experience. Fifty (50) hours of training in business or public administration, business or public management, or emergency management or preparedness. A master's or bachelor's degree may be substituted for this training requirement. Completion of 150 hours in comprehensive emergency management training provided through or approved by the Federal Emergency Management Agency or its successor Four (4) years of verifiable experience in comprehensive emergency management services that includes improving preparedness for emergency and disaster protection, prevention, mitigation, response, and recovery, with direct supervisory responsibility for responding to at least 1 emergency or disaster Must have completed FEMA Professional Development Series Must have completed most current FEMA IFC 100, 200, 300, 400, 700, 800 classes Must have experience in working within an activated Emergency Operations Center as part of the preparations, response, recovery, or mitigation of a documented natural or man-made emergency, training, exercise, or drill Must be able to operate/drive a heavy duty or equivalent sized vehicle and must be able to tow trailers that may be long and/or heavy plus cargo Must be a U.S. Citizen or possess a current permanent resident card Must have a valid Florida driver's license, (required for travel) Knowledge of Federal, State, and Local emergency management preparedness programs including Florida Statute 252 and its impact on local emergency management programs Certified Emergency Management (CEM) credential, offered by the International Association of Emergency Managers (IAEM) preferred Florida Professional Emergency Manager (FPEM) credential, offered by the Florida Emergency Preparedness Association (FEPA) preferred Working knowledge or experience with WebEOC preferred May travel occasionally to other counties within the state of Florida.
