RF Spectrum Engineer

A leading Washington-area legal and technology consulting firm , Freedom Technologies Inc., which specializes in law, policy, strategic communications, and engineering, is seeking candidates with educational and professional backgrounds in technology, public policy, government affairs, or law for a full-time position as part of a senior team of dedicated professionals. We provide strategic policy analysis and cutting-edge research to both government and private-sector clients. Our portfolio includes domestic and international issues in wireless radio spectrum, internet governance, public safety, space and satellite regulations, legislation, and related national security policy matters. Our client base includes senior‑level officials who influence and shape national policy in these areas. The ideal candidate combines deep policy subject matter expertisewith strong information systems and technology experience, enabling them to assess the operational and technical impacts of policy decisions, support modernization initiatives, and guide the development of innovative solutions that advance mission objectives. This individual must be capable of producing executive-level analyses, leading cross‑functional initiatives, managing complex stakeholder relationships, and communicating sophisticated technical and policy concepts to diverse audiences. This position offers a unique opportunity to influence national and international spectrum and telecommunications policy while supporting mission‑critical programs that shape the future of communications, technology, and national security. Who we are: Our legal and policy advice, analysis, and cutting‑edge research embraces a range of high‑visibility national and international policy issues critical to the tech sector, for both government and private‑sector clients. These include radio spectrum, space and satellite regulations, internet governance, telecommunications regulation, legislation, and national security policy matters. Our firm is known for providing deep knowledge and strategic adviceto several government agencies and private sector clients. Our client base includes senior level officials who can influence national policy in these areas. We have supported legal and policy analysis at the U.S. Departments of Defense, Commerce and State, NASA, NOAA, and the FCC. What we seek: We are seeking a highly experienced Senior Policy and Information Systems Analyst to serve as a trusted advisor at the intersection of wireless spectrum policy, technology modernization, national security, and information systems. This senior leadership position requires a seasoned professional with more than 20 years of experience, an active Secret or Top Secret security clearance, and demonstrated expertise in policy and information systems analysis and/or development. Specific experience in modernizing information technology systems that support wireless spectrum or telecommunications is desired. Responsibilities: Serve as a trusted advisor on policy development, implementation, compliance, and governance in support of IT Modernization. Analyze proposed policies, regulations, directives, and legislative requirements to determine organizational and system impacts. Gather, document, and analyze business, functional, and technical requirements. Support the planning and oversight for a program that seeks to modernize and consolidate legacy enterprise information systems. Conduct business process analysis and recommend process improvements and technology solutions. Collaborate with solutions developments, subject matter experts, and DoW’s information technology agency to ensure modernization is aligned to policy. Develop use cases, workflows, system specifications, and operational requirements, as needed. Evaluate existing systems and identify modernization opportunities to improve efficiency and compliance. Qualifications: Must hold an active Secret or Top Secret Security Clearance and is a U.S. Citizen Bachelor's degree in Public Policy, Information Systems, Computer Science, Business Administration, Engineering, or a related discipline. 10+ years of professional experience in a combination of policy analysis, program management, business analysis, information systems analysis, or system development. Demonstrated expertise in policy development, interpretation, implementation, and compliance. Experience supporting the analysis, design, development, or modernization of information systems. Strong understanding of systems development lifecycle (SDLC) methodologies, including Agile Experience translating policy and business requirements into technical solutions Exceptional written and verbal communication skills.
