The Procurement Specialist II will, under the supervision of the Procurement Manager I, assists with various aspects of procurement and asset management utilizing the SC PRO and SCEIS. Coordinates and evaluates contractual agreements for compliance with agency, state, and federal regulations and policies. The responsibilities of the Procurement Specialist II include:

• Create purchase orders from shopping carts. Review purchase orders for compliance with State and Federal laws and regulations if prior approval is required by the grant. Shopping carts must be acted upon within two business days of receipt.
• Creates and manages all Agency assets across multiple programs. Create asset shells and assign/send out asset tags to end users within three working business days. Track all asset transfers and maintain detailed documentation of all assets. Conduct the annual inventory of the agency's assets.
• Managed the purchasing card reconciliation process, including obtaining all transaction receipts from cardholders, auditing transactions for compliance, ensuring that all receipts were uploaded, and all cardholders' certifications and statements were signed.
• Add and remove inventory from SCEIS to ensure accuracy and conduct the annual inventory with assistance from program staff before June 30th each year. Maintain records for State Surplus in accordance with record retention, audit, and grant requirements.
• Manage the Procurement inbox throughout the day, provide guidance, and send emails to staff for review. Maintain a current and clear inbox to ensure timely responses.
• Maintain Master Data Report, Weekly Distribution of the OE Report, FedEx Tracking, Amazon Orders, Procurement Inbox for low complexity issues, assist with updating policies and procedures, etc.
• Performs other duties as required.

Some instate travel may be required.
