Job Title: IT Technical Support Specialist (Network Administrator) - NAVFAC Marianas CIO Office



Location: Onsite, Naval Base Guam / NAVFAC Marianas (Building 205, Halsey Drive, Nimitz Hill, Piti, Guam and Building 3179, Sumay Dr., Santa Rita, Guam; occasional work at other NAVFAC sites on Naval Base Guam, MCB Camp Blaz, and Andersen AFB)



Schedule: Up to 40 hrs/week, Mon Fri, normal business hours, excludes federal holidays. No overtime authorized. No travel/reimbursement.







Clearance: Must be a U.S. citizen with an active Tier 3 (T3) clearance, or able to obtain an interim T3 prior to onboarding. Position requires CAC issuance (routine physical access to a military installation and logical access to DoD/Navy networks).







Certification (DoDM 8140.03, WRC 411, Intermediate proficiency) - must hold at least one before onboarding, and maintain it active for the life of the contract:

  • CompTIA Security+

  • EC-Council Certified Network Defender (CND)

  • GIAC Foundational Cybersecurity Technologies (GFACT)

  • GIAC Security Essentials Certification (GSEC)

Must also complete 20 hrs/year of Continuing Professional Development (or whatever the certifying body requires, whichever is greater), and produce proof of certification/CPD to the COR on request.



Experience Required:

  • Minimum 3 years in IT helpdesk, technical support, or asset management (less experience acceptable if relevant certs/skills offset it)

  • Demonstrated MDM (Mobile Device Management) and enterprise ticketing system experience

  • Fluent, effective English communication, oral and written

  • Able to read/interpret command policies, technical documents, manuals

  • Able to draft correspondence and reports, and communicate with government civilians, military personnel, client reps, and contract management

  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams

  • Physical Requirements: Able to stand for long periods; walk uneven/rocky terrain; bend, crouch, stoop, reach, climb ladders; lift/move IT equipment up to 25 lbs; sufficient vision to identify safety concerns.

Key Responsibilities:

  • Tier 1/2 helpdesk support via email, phone, and Teams - log, triage, troubleshoot, and resolve tickets in the command's enterprise ticket tracking system to a 95% SLA

  • Tier 2: diagnose/resolve complex hardware, software, and network connectivity issues; hands-on/remote install, configuration, and upgrades

  • Serve as Telephone Coordinating Officer (TCO) support - manage legacy landlines, VoIP, line drops, phone allocations/directories

  • Act as command's IT Representative (ITR) - liaise between end users and the CIO3 office, gather requirements, coordinate deployments, escalate technical conflicts

  • Own Mobile Device Management (MDM): provisioning, configuration, security enforcement, ongoing maintenance

  • Manage IT asset lifecycle and database: workstations, peripherals, MFDs, and software licenses from procurement through DRMO disposal; maintain accurate asset logs

  • Create/maintain SOPs, user reference guides, and outage/update communications

  • Provide administrative/clerical support to the CIO3 office (file management, daily ops support)

  • Submit monthly invoices (100% accurate) with all required elements (contract/task order number, invoice date, billing POP, funded/remaining value, ITD hours/costs, CLINs, itemized costs with Guam GRT where applicable) no later than the 15th of the following month.
