Requisition ID: 295826 Relocation Authorized: National – Family Telework Type: Full-Time Office/Project Work Location: Houston, TX Project Overview Bechtel is a global engineering, construction, and project management firm with a tradition of technical excellence in supporting multiple industries and mega‑projects that have significant complexity. We have helped customers complete more than 25,000 projects in 160 countries that have created jobs, grown economies, improved the resiliency of the world’s infrastructure, increased access to energy, resources, and vital services, and made the world a safer, cleaner place. Core to Bechtel are our values – ethics, safety, quality, people, culture, relationships, innovation and sustainability, and our covenants – integrity, respect, collaboration, trust, and delivery. Bechtel has a strong commitment to protecting people and the environment as part of its mission, and is known for industry leadership in Environmental, Safety, and Health (ESH). ESH teams are comprised of three distinct disciplines that support our ESH Management System and processes at project sites and offices. These teams include environmental scientists, safety specialists, and industrial hygiene scientists. Collectively, they provide technical guidance and perform planning, risk assessment, inspections and monitoring, training, and data management. Job Summary The Area ESH Supervisor helps develop and execute the project Environmental, Safety, and Health (ESH) program across a specific area of a project. This involves administrative and field tasks per established industry practices, procedures, and regulatory and Bechtel requirements. The position requires practical application of occupational safety and related disciplines for managing environmental, safety and health aspects of a project or facility. The position reports to the Field Safety Manager and coordinates with the Area Construction Manager. Major Responsibilities Perform assignments addressing major safety and health concerns, applying expert judgment, scientific and best practice methodologies to develop strategies that minimize potential negative impacts. Serve as the primary Area level ESH representative to the client, subcontractors and area leadership teams providing clear risk based input to support informed decision making. Establish, monitor, and enforce ESH performance expectations for subcontractors, including corrective actions and escalation where required. Lead ESH planning and risk management for simultaneous operations, phased energization, and interfaces between construction, commissioning, and owner activities. Lead and mentor ESH team members; assign tasks and support their development. Advise project leadership on ESH related risks and trade offs, influencing planning and execution decisions in high pressure environments. Provide input on bid decisions and estimates (scope, constraints, schedules, budgets) with respect to integration and compliance with safety and health requirements. Interpret requirements and provide technical assistance within ESH teams and to other project groups regarding risk and hazard assessment, plan preparation, and ESH program execution. Research issues and regulatory requirements, perform studies and risk assessments, and prepare documentation and reports. Implement the project Safety and Health Management Plan, associated plans and procedures, and training program. Provide input to other project groups, so that safety and health requirements are integrated within project planning, design, construction plans, procurement, and subcontracts. Participate in meetings, as required, with customers, project team members, and contractors/subcontractors to advise them of safety and health requirements. Monitor compliance through inspections and audits to evaluate ESH performance, identify corrective actions, and confirm compliance. Education and Experience Requirements 10 or more years of relevant experience with a Bachelor of Science degree (or equivalent) in one of the same disciplines; 12 or more years of relevant experience with an Associate’s degree (or equivalent) in one of the same disciplines; or 15 or more years of relevant safety or health experience. Required Knowledge and Skills Experience managing ESH teams of 6+ on projects with 2,000+ workers. Experience supporting semiconductor, high technology, or similarly complex manufacturing construction projects is desirable. Proven ability to lead ESH programs through evolving scope, schedule pressure, and organizational change. Proficiency in OSHA recordkeeping and standards and data management tools. Demonstrated ability to communicate and influence at the senior leadership and client level. Excellent written and verbal communication skills for reporting and presenting. In-depth knowledge of ESH regulations and construction related industry standards. Adaptable and able to work outdoors in a field environment under various weather conditions. Ability to work outdoors, support multiple shifts, and travel/relocate as needed. Valid driver’s license. Additional Qualifications Demonstrated experience in managing ESH teams of 6 or more across all three (ESH) disciplines on construction projects with at least 2000 craft workers. Ability to work in multi‑lingual, multidisciplinary environments. Knowledge and experience with ISO 45001 Management System standards. Specialized technical skills in safety or health discipline. Broad technical knowledge, science skills, and technical writing abilities. Proven track record in managing ESH programs for large‑scale projects.
