Payroll Specialist

Payroll ProcessorPrepares college payroll maintaining strict confidentiality. Performs a variety of payroll, data entry, and routine human resource duties as needed to expedite the delivery and achievement of payroll/HR services. Utilizes a Human Resource Information System (HRIS) for payroll processing, employee data, and record keeping. Processes insurance, retirement, and payroll withholdings and other benefit related payments and reconciliations. Provides payroll and timekeeping support to College supervisors and employees.Job FocusReview time sheets at the end of pay periods to detect and reconcile payroll discrepancies.Compile, reconcile, prepare, and distribute college payroll; employee benefit deductions, benefit invoices, leave balances and other payroll accounting functions. Review payroll to ensure accuracy.Input, update, and maintain employee data in payroll/HRISReview and record changes to employee pay rates, exemptions, insurance coverage, loan payments, deductions and all other records affecting wages within HRIS.Certify all new employee's information with retirement and pension benefit agency.Ensure accurate and complete new hire setup in the payroll/HRIS by reviewing, verifying, and entering information provided on new hire documentation and Personnel Action Notices (PANs).Ensure all payroll and personnel record keeping is in compliance with state and federal laws and regulations.Assist in the employee retirement and termination process by calculating and processing final payouts and filing appropriate payroll documentation.Process payments and employee contributions to benefit providers. Reconcile billings with employee deductions and employer payables.Create and maintain jobs and positions in the payroll/HRIS, ensuring accurate set up and account number assignments.Receive and process payroll garnishments. Calculate required deductions and process payments to garnishers. Monitor remaining balances and final payments.Accurately report information required for various government reports required for payroll, benefits, and labor information.Create and produce various employee reports in HRIS.Train and inform college employees of payroll system changes.Completes unemployment claims for voluntary separations, supports department staff for involuntary unemployment claims.Compile various payroll reports as needed.Manage vacation payout requests annually by inputting request information into HRIS and processing on payroll.Update annual paid holidays in HRIS.Manage all leave codes in HRIS and ensure that they are being utilized properly.Provide employment verification information as requested by eligible agencies or organizations.Provide cross-training to department staff as needed.Assist college employees with payroll, timecards, and benefit questions.Conduct new-hire background checks on a backup basis.Maintain appropriate and strict confidentiality.Perform other related duties as required.Minimum QualificationsRequires a high school diploma plus three (3) years of experience processing payroll, data entry, employee benefits, accounting, human resources, or equivalent combination of education and experience.Requires computer and typing skills as well as working knowledge of Human Resource Information Systems, timekeeping, payroll or similar database systems, advanced knowledge of Microsoft Excel, Outlook.Requires strong customer service skills, written and verbal communication skills, and interpersonal skills.Requires strong attention to detail, ability to concentrate for extended periods of time.Must be able to maintain confidentiality of sensitive information.Preferred Qualifications:Prefer additional years of experience working in timekeeping, payroll, or administrative human resource experience.Prefer payroll experience administering public institution benefitsProcess/ApplicationThe College reports all positions to the Department of Work Force Services, posts all positions on the website: The Davis Technical College complies with all aspects of the ADA and section 504 of the Rehabilitation Act.
