Period of Performance: October 2026 through August 2027. The anticipated 365 calendar day period of performance includes potential weather shutdown, and winter construction may be required. The project is located at Pinnacles National Park (PINN) in Paicines, California. The surrounding area is rural with limited staging room available; the nearest suppliers and lodging facilities is 40 miles from the park, and unique material delivery requirements. The Park will remain open during construction thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The site requires protective measures to ensure the surrounding area remains undisturbed. The anticipated 365 calendar day period of performance includes potential weather shutdown, and winter construction may be required.
Requirements Required Qualifications:
- Minimum 5 years' experience in Construction Management.
- The CMR shall be knowledgeable in paving and construction practices, including applicable industry standards, regulations and codes. The CMR shall also be knowledgeable with cost breakdown estimating, cost negotiation, and technical writing so the CMR is able to assist the COR with related tasks as requested.
- CMR shall be knowledgeable in all applicable safety regulations and must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training.
- Experience in demolition of existing roadways, sitework and drainage, waterline trenching and installation, asphalt/paving of roads and parking lots, metal structure fabrication, prefabricated restroom installation, masonry, concrete, fine earthwork grading, and native plant installation.
- Individuals shall have expert computer operating skills to be able to create and manipulate Microsoft Project, Primavera or equivalent schedules and be proficient in a variety of well-known programs such as Microsoft Word, Excel, Teams, and Project.

- Active professional registration or relevant certifications and year first registered, if applicable.
- Other experience and qualifications relevant to the same or similar work required under this contract including demolition of existing roadways, sitework and drainage, waterline trenching and installation, asphalt/paving of roads and parking lots, metal structure fabrication, prefabricated restroom installation, masonry, concrete, fine earthwork grading, and native plant installation.
- List of recent and relevant projects in which the individual has worked to include name of project(s) and project location(s). Provide information regarding the project and the specific work that the CMR performed. In addition, include project owner representative contact information.
- Provide education, experience, and qualifications developing and reviewing estimates and schedules including software, formats, and phases used.
- Prior experience working with Government Project Managers/CORs on processing change orders, requests for information, submittals, and field observation reports.
- Prior experience with resource protection measures required by Federal Government agencies to avoid and minimize construction related adverse impacts to natural and cultural resources. NPS projects will be more favorably rated.
- Each CMR must have a minimum of five (5) years of experience with the three phases of onsite quality control as outlined in Specification Section 01 40 00 of the attached construction documents.
- Provide information regarding the project and the specific work that the CMR performed. In addition, include project owner representative contact information.
- Construction Management - certification, degree, o r minimum 5 years' experience.
- Computer skills.
- OSHA 30-hour Health and Safety training for construction (min).
- MS Project skills including familiarity with baseline schedules, report generation and critical path theory.
