Water and Sewer Infrastructure Supervisor

Job Summary This position performs supervisory and technical work coordinating field operations related to water and sewer infrastructure support functions, including meter reading, meter replacement, hydrant inspections, and valve exercising. The work involves directing daily activities of assigned staff, ensuring operational quality and compliance, and supporting customer service functions. Work is performed under general supervision of the Water and Sewer Operations Superintendent. Essential Job Functions Supervises assigned field staff and coordinates daily work assignments related to meter reading routes, infrastructure inspections, and maintenance activities. Oversees quality control of meter reading operations, ensuring accuracy, proper documentation, and resolution of exceptions. Coordinates meter troubleshooting and replacement activities, including scheduling and inventory tracking. Responds to customer service requests and ensures proper documentation and follow‑up. Ensures hydrant and valve inspections are completed and that deficiencies are properly reported. Maintains administrative records, including operational reports and timesheets. Assists with program updates, training initiatives, and coordination with billing and customer service units. Performs related work as required. Knowledge, Skills, and Abilities Knowledge of water and sewer system operations, including meter systems, hydrant inspections, and valve maintenance, applicable regulations, safety procedures, and operational guidelines. Knowledge of field inspection techniques, work order systems, and documentation practices. Knowledge of supervisory principles, including work planning, assignment, performance evaluation, training, and policy enforcement. Ability to ensure timely service delivery by organizing and monitoring daily field operations. Ability to troubleshoot operational issues by identifying problems and implementing appropriate solutions. Ability to coordinate multiple field activities by scheduling staff and adjusting priorities as needed. Ability to maintain accurate records by reviewing and documenting operational data. Ability to assign, review, and evaluate work to ensure performance and compliance with procedures. Required Qualifications High School diploma or GED equivalent. Four (4) years of progressively responsible experience in water and sewer operations, including at least two years of supervisory experience. Valid driver’s license. Appropriate wastewater and water operator certifications issued by the State of Maryland. Special Requirements Operation of County‑owned vehicle. Physical Demands Work requires regular walking and standing, including traversing uneven terrain, climbing, and lifting objects up to 50 pounds. The position involves both field and limited office work, with regular exposure to physical activity. Unusual Demands The work involves exposure to outdoor environmental conditions including weather, dirt, and sewer‑related conditions. The position is subject to call‑back in emergency situations and must meet operational deadlines tied to billing cycles. FLSA Status Non‑Exempt Compensation Pay rate: $30.60–$35.08 per hour; $55,692–$63,846 annually. Grade721, full‑time position, 35 hours per week. Closing Date This position will close at 11:59p.m. on July22,2026. The position will be removed from the website as of 12:00a.m. on July23rd.
