JOB SUMMARY The Water Quality Crew Leader provides frontline leadership to ensure safe, compliant, and high-quality water system operations. This position oversees and coordinates the daily field activities of Water Quality Technicians, ensuring work is planned effectively and executed to regulatory and safety standards. The role serves as the primary trainer for the team, reinforcing operational excellence and consistent adherence to compliance requirements. Through strong supervision and coordination, the Water Quality Team Leader supports the City's commitment to reliable water quality and exceptional service. ESSENTIAL FUNCTIONS * Provides day-to-day leadership and oversight for assigned Water Quality field personnel, ensuring work is completed accurately, safely, and in alignment with operational and regulatory expectations. * Coordinates and ensures the accuracy of sampling activities, including chain-of-custody documentation, sample processing, and shipment to laboratories. * Supports regulatory compliance by assisting with inspections of drinking water stations, wastewater facilities, and industrial user sites, and by maintaining accurate GPS/GIS data for sampling locations. * Serves as the lead trainer for Water Quality Technicians, promoting consistent practices, safety compliance, and ongoing skill development; participates in the City's Safety Coach Program and conducts safety training for the section. * Oversees inventory, equipment needs, and maintenance for Water Quality operations, including management of Safety Data Sheets and facilitating equipment repairs or replacements. * Provides backup sampling support for the City's public drinking water monitoring plan and wastewater pretreatment program, including surcharge activities. * Monitors and documents work progress and performance of assigned staff, contributing to evaluations and continuous improvement efforts. * Performs other related duties as assigned to support the effective functioning of the Water Quality Section. MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS MINIMUM REQUIREMENTS * High School Diploma or equivalent is required. * Two (2) years progressively responsible experience conducting regulatory compliance sampling for TCEQ Public Water Supply and/or Industrial Pretreatment Program monitoring requirements. * TCEQ licensing required: Class C Water Distribution and Wastewater Collections II (Class C -Groundwater or Class C Surface Water and Class C Wastewater Treatment shall satisfy the TCEQ licensing requirements. Out of State licensing reciprocity will be considered. * Must possess a valid Texas Driver's License with an acceptable driving record. * Basic computer skills to check emails and enter time worked; Intermediate computer skills to enter field data, prepare sampling/investigation reports, create workplans, maintain accurate database for inventory, and create work orders. * Flexibility in available hours, including holidays, weekends, and/or after hours as required. PREFERRED QUALIFICATIONS * Knowledge of City, State and Federal laws, ordinances and regulations concerning public drinking water and wastewater pretreatment. * Experience working with water quality sampling field equipment such as composite samplers, pH/conductivity multi-meters, and colorimeters (disinfection residual analyzers). * Experience collecting bacteriological and disinfection residual samples for public water supply and collecting wastewater samples from industrial and commercial wastewater dischargers. * Experience in GPS and/or GIS certification. COMPETENCIES AND ENVIRONMENT KNOWLEDGE, SKILLS, AND ABILITIES * Knowledge of rules, regulations, permits, and documentation requirements related to water and wastewater sampling and compliance. * Knowledge of sampling equipment, field procedures, safety practices, and proper documentation of sampling activities. * Skill in verbal and written communication and in maintaining effective working relationships with internal departments, outside agencies, contractors, laboratories, and the public. * Skill in planning, organization, follow-through, and maintaining accurate logs, reports, and records. * Skill in basic computer functions and intermediate computer proficiency for entering field data, preparing reports and work plans, maintaining inventory databases, and creating work orders. * Ability to read and comprehend technical materials, permits, and regulatory documents. * Ability to prepare work schedules, operate and troubleshoot sampling equipment, and complete required documentation accurately. * Ability to work effectively both independently and as part of a team, demonstrate professionalism, and support a positive work environment. PHYSICAL DEMANDS This position requires the ability to lift up to 50-100 pounds occasionally. Subject to vision and hearing constantly; standing, sitting, walking, handling, fine dexterity, bending, talking and foot controls frequently; lifting, carrying, pushing/pulling, reaching, kneeling, crouching, twisting, balancing occasionally; climbing rarely.
