Facilities Systems Maintenance And Fire Life SafetyRepresented by AFSCME under general direction of the Maintenance Supervisor, performs advanced journey level duties in the areas of Facilities Systems Maintenance and/or Fire Life Safety to ensure that all building systems function in a reliable and safe manner and to ensure compliance with all fire and building codes and to perform specialized and skilled work in the installation, repair, and maintenance of alarm, electronic and utility systems. The Facilities Coordinator will assign, direct, and oversee the work of subordinate employees and/or outside contractors; and to perform related duties as required by business needs.Facilities Maintenance: performing the more complex building system duties and providing technical and functional direction to maintenance workers. Incumbents perform highly skilled and specialized work related to the operation, maintenance and repair of hydraulic systems, pumps, condensers, compressors, commercial chillers, cooling towers, furnaces, boilers and related mechanical and electrical equipment existing in Sacramento Housing and Redevelopment Agency (SHRA) facilities.Fire Life Safety: performs the more complex duties and provides technical and functional direction to maintenance workers. Incumbents perform highly skilled and specialized work related to the installation, operation, maintenance and repair of fire-life safety, burglary, CCTV and controlled access entry systems and related mechanical and electrical equipment used in Sacramento Housing and Redevelopment Agency (SHRA) facilities.Experience and Education Guidelines: Any combination of experience and education that would be likely to provide the required knowledge and abilities could be qualifying, as determined by the Agency. A typical way to obtain the knowledge and abilities would be:Experience: Minimum two years of full-time experience operating, maintaining, repairing, and installing heating, ventilating, air conditioning, refrigeration, power systems, water treatment, water and stream pressure boilers, Fire and Life Safety code compliance, inspections, service and maintenance across a broad spectrum of fire and life safety systems.Education: A High school diploma or equivalent is required. Preferred: A certification or higher in Mechanical-Electrical-Technology from an accredited college or Career School which has a comparable curriculum Or: A certificate of completion from a Federal/State approved Stationary Engineer apprenticeship programLicenses and Certificates: Required at time of appointment and to maintain a valid California Driver License, Class C or higher. Failure to obtain and/or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with SHRA vehicle usage policy. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.Facilities Maintenance: Must have a Refrigerant Transition and Recovery Certification as a Universal Technician as mandated by the U.S. Environmental Protection Agency is required at the time of appointment. Failure to maintain the required certification may constitute cause for personnel action.Fire Life Safety: Must have the ability to obtain any license, certification, or any other mandated training as directed by the Local Fire District or State Fire Marshall, subject to approval by the Department HeadRequirements to Perform Essential Job Functions:Knowledge of:Principles pertaining to the operation, maintenance, repair and installation of HVACR, lighting, mechanical, electrical and piping systems, fire life safety, burglary, CCTV, and controlled access entry systems.Methods, tools, materials and equipment used in the operation, maintenance, repair and installation of HVACR, fire life safety, lighting, and related equipmentPneumatic and Direct Digital Controls for HVACR equipmentPreventive maintenance of chemicals and other materials used in boilers, chillers, cooling towers and similar equipmentEnergy conservation products and techniquesPreventive maintenance procedures and materials used for fire-life safety, burglary, CCTV and controlled access entry systemsOffice procedure, methods and equipment including computers and applicable software applications such as word processing, spreadsheets, databases and other specialized applications related to the area of assignmentEnglish usage, spelling, grammar and punctuationAbility to:Understand and follow verbal and written instructionsRead, interpret and work from plans, drawings and specifications, including but not limited to, building, blueprints and electrical drawingsUse testing equipment for electronics, pneumatics, air-flow, speed, etc.Use welding equipment, small power tools such as saws, drills, grinders, etc., and hand toolsLearn to analyze situations accurately and take effective actionMaintain records and generate reportsRead, write and speak English at a level necessary for satisfactory job performanceResearch, read and understand building, plumbing and electrical codesPhysical Abilities and Work Environment:Work with and around power tools and equipment up to seven (7) hours per dayOperate, maintain and repair mechanical and other equipment and systems requiring lifting, pushing and pulling up to 50 yardsWork for extended periods of time in a bent, stooped, kneeling or prone positionClimb and work safely on ladders (extension A-frame) and step ladders with a total weight that does not exceed the weight capacity of the ladder or the highest rated capacity of the harnesses and lanyards used for protectionHave 360 degree range of arm motion, simple/light and firm/strong gasping, reaching overhead, balancing while working overhead and fine dexterity in both handsWork and crawl in small spaces and/or limited access areas, including entering and exiting through restricted entrances of thirty (30) inches in diameterHave sufficient sense of smell, vision, touch and hearing to observe equipment for normal and abnormal occurrencesHave sufficient eyesight to distinguish normal and off shade colors and to read gauges and meters in dimly lighted areasStand or walk approximately seven (7) hours per day, including on uneven surfacesComply with American National Standard Institute 7.3 to wear respirator protection (Shaving of facial hair for fit and/or seal to use a respirator)Use foot and hand controls repetitively for approximately four (4) hoursWork Environment:Work around high noise level while wearing protection equipment intermittently dailyWork alone for extended periods of timeWork outside in various types of climatic conditions including inclement, very hot/and or cold weatherWork in close and/or tight spaces which can be extremely hot and/or humidWork with hazardous materials such as refrigerants, solvents, fuel, oil or water treatment chemicals, etc.Work in areas of low illuminationWork at heights six feet and more above the ground on equipment and structuresShift, Weekend and Holiday Work - Facility maintenance functions are 24 hours a day, 365 days a year operation. All employees in this class may be subject to working shifts, weekends, holidays, overtime and standby.Probationary Period:Employees hired into this classification shall service an initial probationary period of fifty-two (52) weeks of full-time service employment. This fifty-two (52) week period will be used to determine if performance of the employee is satisfactory and if employment should be continued.Other Duties:All employees may be assigned, and required to carry out, additional duties at any time. An employee with a known disability will only be assigned additional duties when the duty being added is an essential function of the position, or can be carried out with reasonable accommodation.Every employee is expected to participate in discussions of individual, department and Agency performance and work on problem-solving teams as assigned. Any employee serving on a problem-solving team may be asked to carry out the role of team leader.Any person driving for Sacramento Housing and Redevelopment Agency must maintain a valid driver's license on his/her person, and demonstrate compliance with the motor vehicle law, standards of courtesy on the road and attention to safety.
