Public Safety & Security Field Activity Specialist

$25 - $69.23 per hour

Overview Salary range is $25.00/hour to $69.23/hour with a midpoint of $47.12/hour. New hires typically receive between minimum and midpoint; however, we may go slightly higher based on experience, internal equity and market. This position may be assigned to begin and end the day at any of our starting locations (Lynnwood, Seattle-Union Station, Redmond or Federal Way/Tacoma). Selected candidates must be able to report to any of these locations, according to their shift assignment. General Purpose Under the general direction of the Security & Fare Engagement Field Activity Manager(s) and/or assigned Field Activity Supervisor(s), execute all aspects of the Field Activity Specialist/internalized Mobile Patrol program to include, but not limited to: conducting vehicle-based security patrols of the Sound Transit enterprise, responding to alarms and calls for service, providing physical security services, dealing with disruptive and potentially uncooperative/violent offenders on agency property or in agency transit vehicles, conducting community outreach, conducting emergency incident response, performing day to day monitoring of Sound Transit safety and security status, and ensuring compliance of contracted security and law enforcement resources. Field Activity Specialists are a 24/7 safety and security presence providing continuous security services and supporting partnerships with First Responders and the community. The goal is to improve and maintain system safety and security for Sound Transit and the communities served. This is a uniformed, physical security position that requires identification and mitigation of imminent safety and security issues, up to and including de-escalating potentially violent or confrontational situations, protecting staff and customers, monitoring the transit system for suspicious activity, providing interim security presence until law enforcement is called, and coordinating with First Responders. Specialists’ duties do not require a law enforcement commission. Essential Functions The following duties are representative of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Conduct mobile and foot-based safety and security patrols across the tri-county Sound Transit service area during assigned shifts over a 24/7 period. Conduct patrols of designated agency facilities, stations, and transit vehicles in accordance with routes and directions provided by Field Activity Manager(s), Supervisor(s) and/or mobile patrol orders. Recognize and respond to potential trespassing issues on agency-owned facilities, properties and transit vehicles. Identify and mitigate physical security breaches at facilities and along the rail alignment. Respond to critical safety and security incidents to ensure safety of personnel and customers, coordinating with First Responders to mitigate service disruptions. Participate in Incident Command and Emergency Management activities related to major safety and security events (NIMS standards). Provide timely and accurate information related to critical incidents to the Security Operations Center, the Emergency Operations Center, and Public Safety management. Gather preliminary investigative information related to major events for agency safety/security and/or law enforcement investigations. Conduct inspections of contracted security and law enforcement services for alignment with agency expectations and values. Coordinate and execute the agency’s parking enforcement program, including testifying in court as necessary. Coordinate unplanned station or facility closures and conduct safe evacuations. Ensure safety during planned or unplanned service interruptions or large events by maintaining order and monitoring response/recovery efforts. Conduct and coordinate public safety and crowd management for large events affecting the transit system. Assist passengers and the public in Sound Transit facilities and services, addressing public safety concerns and providing information or access to social service resources. Perform clerical duties such as completing reports, updating databases, and typing correspondence. Perform First Aid, Stop the Bleed, AED and CPR activities up to the limits of provided training. Manage daily operational activities (reports, duty status, photos, notes) through the CAD system and security radio/dispatch system. Deploy and use safety equipment as required (radios, laptops, cones, crowd control devices, extinguishers, etc.). Champion Sound Transit core values and contribute to a culture of diversity, equity and inclusion. Follow safety rules, regulations, and procedures; promote sustainability in daily practices. Other duties as assigned. Minimum Qualifications Education and Experience: Bachelor’s degree in Criminal Justice, Emergency Management, Homeland Security, or related field; four years in the public sector serving the public, preferably in a public-facing security, fire/EMS and/or law enforcement role; or an equivalent combination of education and experience. Required Licenses or Certifications: Valid state driver’s license; this position may operate public safety non-revenue vehicles loaded with gear and equipment. Preferred Licenses or Certifications CPR/First Aid/AED/Stop the Bleed certifications (to be obtained once hired); Rail and transit safety certifications (to be obtained once hired). Required Knowledge and Skills Ability to engage with individuals from all backgrounds and provide clear and concise direction on safety and security matters. Remain calm and focused during safety-critical situations. De-escalate potentially confrontational or violent situations. Public speaking to small/medium crowds. Prepare detailed operational and administrative reports using standard office software. Recognize and preserve areas/evidence for law enforcement and emergency response. Manage daily operational activities within CAD system using agency devices. Knowledge of basic safety, security, and criminal justice concepts. Recognize, prepare for evacuations and emergencies. Problem solving, creativity, maturity, reliability, independent work, resilience, teamwork. Strong written and verbal communication; cultural awareness; honesty and integrity; maintain positive working relationships with staff, customers and supporting organizations. Preferred Knowledge and Skills Direct knowledge of community engagement tactics such as community policing or school resource officer functions. Experience assisting employees or passengers during emergencies. Physical Demands / Work Environment Work is performed in field, warehouse, and transit vehicles. Exposure to dangerous conditions, extreme weather, and noise possible. Role may involve a wide range of physical activities to assist first responders and mitigate threats; may require lifting up to 50 pounds. Varying schedules, including nights and weekends.
