Cape Fox subsidiary Concentric Methods is seeking a part-time Occupational Medical Physician (Doctor of Medicine or Osteopathy) in support of our contract with the US Postal Inspection Service (USPIS). This position is 100% remote. The schedule will be Monday through Friday. The Physician will provide Occupational Health consultations and Health Services for USPIS programs and initiatives in the assigned territory.

The total hourly pay for this 1099 position is $111.00 (20 hours per week). Hours may flex up to 40 hours per week as needed.

Responsibilities:

• Provide expert consultation and support to USPIS Medical Services staff on policy and program development and associated training requirements.

• Provide expert consultation on regulatory compliance related to the Occupational Safety and Health Administration, the Family Medical Leave Act, and the Office of Workers' Compensation Programs.

• Provide expert consultation in researching and documenting solutions in response to inquiries from all levels of the USPIS organization, including the Medical Services Medical Director and staff, Business Operations and Office of Counsel.

• Provide expert consultation to the Medical Services staff by performing case reviews and making recommendations on the Family Medical Leave Act and Disability Retirement and Benefits.

• Provide preventive medicine review on periodic medical examinations of Inspectors and select non-weapons bearing job positions based on an Examination Matrix. The medical review will encompass a synopsis of the history, examination findings, test results with definitions and a review of all current medications. The physician must provide a written synopsis of appropriate recommendations for health improvement or continuing maintenance of good health habits for each designated job position. Recommendations for follow-up evaluations with appropriate medical specialists in addition to the individual's private physician are made contingent upon the examination findings. At the conclusion of this review, a fitness for duty rating (A to D) is assigned to the Inspector examinees and reported to the office of the USPIS Medical Director.

• Provide medical review on pre-employment medical examinations and psychological assessments to determine medical suitability for Postal Inspectors and Postal Police Officers (law enforcement weapons-bearing positions) and other specific technical and professional positions. At the conclusion of this review, notify the USPIS Medical Director of the results.

• Provide expert consultation to the Office of Counsel regarding Fitness for Duty, arbitration grievances, Workplace Violence, Equal Employment Opportunity cases and other subjects as needed. Provide expert witness testimony during Equal Employment Opportunity hearings, arbitrations, grievances, Uniformed Services Employment and Reemployment Act cases and other court proceedings handled by the Office of Counsel or USPS Law Department.

• Review Medical and Psychiatric Fitness for Duty Examination reports. Interpret and explain examination findings to USPIS Medical Director. Make recommendations for returning to work. Correspond with treating physician(s). Advise USPIS Medical Director regarding the need for a second opinion, assist with resolution of disputes between the treating physician(s) and second opinion examiner as needed, and participate as an observer in the binding second opinion examination process as needed.

• Provide expert consultation to HQ/Area/District Reasonable Accommodation committees. Provide necessary medical information for their determination of qualification under the Rehabilitation Act and the ADAAA (Americans with Disabilities Act Amendments Act).

• Provide expert consultation as a medical resource to USPIS Medical Services staff to review difficult long-term disability cases to determine a strategy for Periodic Roll intervention of USPIS employees. Assist in setting benchmarks for recovery, interact with treating provider to facilitate resolution in cases failing to meet benchmarks, and develop action plans to move stalled cases forward.

• Ensure maintenance and confidentiality of medical records in accordance with USPS policy.

• Advise USPIS management as requested on national preparedness incidents where there is a nexus between the USPS, USPIS and public health; ex., mail-borne or external chemical and biological threats; infectious disease instances and outbreaks, whether human or zoological; etc. This may entail liaison with federal, state and local public health officials.

• Provide telephonic interviews of USPIS employees to determine eligibility to return to work after local or widespread chemical, biological, man-made, viral or infectious exposures.

Job Requirements

Possess a current and valid/unencumbered license to practice medicine as an MD/DO (Doctor of Medicine or Osteopathy)
Board-certified in Occupational Medicine
Master of Public Health Degree -preferred but not required
Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
