Duration: 7:30 am- 4:00pm
Work Schedule: Monday through Friday with a 30-minute unpaid lunch break, excluding federal holidays

Responsibilities for this position include, but are not limited to:
Primary Clinical Responsibilities

• Provide diagnostic, therapeutic, and preventive health care services for the inmate and detainee population.
• Take medical histories, examine patients, and order and interpret laboratory tests and x-rays.
• Make diagnoses, develop treatment plans, and prescribe medications.
• Clinically manage injuries by suturing, splinting, and immobilizing.
• Attend to medical emergencies and provide a wide range of emergency services.
• Perform minor surgery utilizing local anesthesia during consultation visits.
• Provide emergency consultation in instances where deemed necessary.
• Record progress notes, recommend clinically necessary outside consultation, instruct and counsel patients, and order or carry out therapy.

Clinical Operations and Coordination

• Manage the daily operation of the clinic and conduct daily sick call, including securing health histories, recording findings, and providing clinical evaluations.
• Work collaboratively with other health professionals in planning, instituting, evaluating, and revising program plans.
• Assist in determining conditions, resources, and policies essential to the delivery of health care services.
• Discriminate between normal and abnormal findings to recognize early stages of serious physical, emotional, or mental problems.
• Receive patients and explain procedures to alleviate undue anxiety.
• Submit reports and evaluations as requested by the Health Services Department.
• Maintain an open line of communication with the Clinical Director, Health Services Administrator (HSA), and Contracting Officer's Representative (COR).

Documentation and Compliance Responsibilities

• Comply with the Bureau of Prisons Health Services Manual, local institutional mandates, and Health Services Department policies in the management of all patient encounters.
• Operate a system of records for medical treatment documentation in adherence with the Privacy Act of 1974. All records maintained under the contract remain the property of the FCI.
• Release no medical information to any person without prior approval of the FCI Health Services Administrator or designee and the FOIA/Privacy Act Branch, Office of General Counsel.
• Afford patients impartial access to treatment or accommodations that are available or medically indicated, regardless of race, creed, sex, national origin, or religion.
• Immediately report, in writing, to the COR and Supervisory Contract Specialist any adverse action taken by any regulatory body involving certification, including suspensions, revocations, and restrictions on licensure.

The following must be provided by the selected candidate to support submission and credentialing:

• Documentary evidence of graduation from an accredited medical school (diploma or official transcript) - required at time of quotation submission.
• Certified or photostatic copy of current medical license - required with the background clearance packet.
• Credential verification covering education, current licensure and competency status, and continuing medical education.
• Proof of malpractice insurance.
• Current CPR / AHA Basic Life Support certification.
• Evidence of recent tuberculosis and communicable disease testing, acceptable to the Clinical Director.
• Signed letter of intent or employment agreement. The named individual must be identified at the time the quotation is submitted and will be bound to the award.

Correctional Environment and Security Requirements

• Attend the Institution Familiarization Orientation program prior to assuming institution involvement. Time spent in orientation and security-related training is reimbursed at the contract rate, prorated hourly.
• The role involves frequent and unsupervised contact with inmates and detainees.
• Do not provide information directly to inmates or detainees. Any information to be conveyed will be provided by the Clinical Director, HSA, or COR.
• Provide documentation to the COR or designee of any infractions of institutional rules and regulations by inmates or detainees.
• Sign in and out of the institution for accountability using the accountability book at the front x-ray machine. Hand stamp required on entrance.
• A badge will be issued and must be worn at all times. Escort by a BOP staff member to and from Health Services is required until unescorted badge status is granted, typically after approximately one year.
• Maintain constant security awareness and a professional relationship with inmates and detainees at all times. Report any violation of institution rules immediately to a government employee at the institution.
• May be removed from the institution at any time at the discretion of the CEO.

Minimum Qualifications

• Certified and licensed to practice medicine in any state of the United States or U.S. territory. License must be current and active.
• Graduation from an accredited medical school, with documentary evidence available.
• Minimum of three (3) or more years of experience.
• Current Cardio-Pulmonary Resuscitation (CPR) certification in accordance with American Heart Association Basic Life Support.
• Proof of current malpractice insurance.
• Verification of credentials as required by the Joint Commission, covering education, current licensure and competency status, and continuing medical education.
• Free of communicable diseases. May be required to submit to testing for, or provide evidence acceptable to the Clinical Director of, recent testing for tuberculosis or other communicable diseases.
• Able to pass a Bureau of Prisons background clearance.
