Practical Nurse (Telehealth)

Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program approval determines the award amount (up to $200,000) and eligibility period (one to five years) after review of the application. Qualifications United States Citizenship : Non‑citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA policy. Education : Graduate of a school of practical or vocational nursing approved by the appropriate State agency and/or accredited by the National League for Nursing Accrediting Commission (NLNAC) at the time the program was completed by the applicant. Verification can be obtained from the State approving agency or the NLNAC. Additional information may also be obtained from the NLNAC website. Licensure : Full, active, current and unrestricted licensure as a licensed practical or vocational nurse in a State, Territory, Commonwealth, or District of Columbia. An LPN/LVN with any license(s) revoked, suspended, denied, restricted, limited, or in probationary status may be appointed only in accordance with the provisions in chapter 3‑section B‑paragraph 16. May qualify based on the Grandfathering Provision described in the VA Qualification Standard for this occupation. Grade Determinations : The candidate’s qualifications must clearly demonstrate the level of competence required for the grade. Specific criteria are set for GS‑3 through GS‑6 levels and include experience, education, and performance requirements. GS‑3 : None beyond the basic requirements. LPNs at this grade perform all duties within the scope of their license. GS‑4 : Employees may be appointed at or advanced to GS‑4 if they meet any of the criteria: (a) Six months of qualifying experience as an LPN or LVN; (b) Graduation from an approved school and one year of experience in a healthcare facility; (c) Graduation from an approved school of at least 24 months duration. LPNs at GS‑4 perform all duties of GS‑3 and exercise greater judgment with less supervision. GS‑5 : (a) At least one year of qualifying experience at GS‑4 level or equivalent; (b) Demonstrated knowledge and ability to provide full‑range practical nursing care; (c) Works with RN/MD/DO to train less experienced staff; (d) Provides effective education to patients and families; (e) Recognizes and handles emergencies; and (f) Reports deficiencies to appropriate personnel. General supervision by RN or MD/DO. GS‑6 : (a) At least one year of qualifying experience at GS‑5 level or equivalent; (b) Technically proficient in initiating and completing assigned duties; (c) Uses judgment in selecting procedure order; (d) Observes and responds to patient needs; (e) Prepares and administers prescribed medications; (f) Recognizes urgent patient situations and initiates emergency interventions; (g) Understands patient behavior and uses that knowledge in care; (h) Establishes constructive relationships with patients and families; (i) Supports diagnostic tests and specialized procedures; (j) Serves as preceptor; (k) Seeks educational opportunities. Refer to Duties Responsible for providing nursing practice at the GS‑6 level, including initiating, performing, and completing assigned duties in patient care. Serves as a patient site clinical coordinator of telehealth services in assigned clinics, managing synchronous and asynchronous telehealth applications. Performs telehealth imaging (tele‑retinal screening, tele‑dermatology, tele‑wound care) and may initiate consultations for patients on behalf of primary or specialty providers. Reviews and maintains telehealth supply inventories and trains staff on video‑conferencing technologies and telehealth peripherals. Observes, records, and reports changes in patient condition, delivers education to patients and families, and helps develop patient‑driven holistic care plans. Collaborates and communicates with the patient‑facility telehealth coordinator and care team, and may perform ocular assessments. Conducts generalist role in support of synchronous and asynchronous telehealth, staff training, equipment management, and systems support. Provides completion of business processes, administrative support, and other program duties as needed. Work schedule: Monday – Friday, 7:30 am – 4:00 pm.
