Engineering Technician - Flood Control

$13 - $21.09 per hour

Flood Control Division Position

The mission of the Flood Control Division is to reduce the risks of death, personal injury, and property damage through the identification, regulation and remediation of flood hazards. This position performs technical calculations, hydrology analyses, and reviews subdivisions, site plans, and building permits for floodplain compliance. It inspects construction sites, prepares and maintains floodplain reports, permits, elevation certificates, and mapping exhibits, and coordinates with state, federal, and local agencies. The role supports engineers with drainage study evaluations, responds to public inquiries and complaints, prepares submittals for FEMA and other jurisdictions, maintains databases, and assists with special projects and staff training. It also contributes to accreditation activities, outreach efforts, grant programs, and the development of complex reports and presentations, ensuring accuracy, regulatory compliance, and professional communication.

Engineering Technician: Starting Salary - Range 13, $21.09

Engineering Technician Senior: Starting Salary - Range 14, $22.15

Engineering Technician Specialist: Starting Salary - Range 16, $24.42

Working Schedule: Monday through Friday, from 7:00 a.m. to 3:30 p.m. - with weekends and holidays off

Working Conditions: Work outdoors in varying weather conditions, including strong winds, extreme heat to extreme cold temperatures. Requires time spent standing, walking, bending, stooping, and sitting. The ability to frequently lift 11 pounds up to 50 pounds. Travel to outlying county locations, including Bullhead City, Lake Havasu City, the Northern Arizona Strip, and other areas of Mohave County, may be required.

Essential Job Functions

  • Assists the Floodplain Division supervisors and managers in their functions through conducting calculations, engineering research, subdivision, site plan and permit application review, floodplain determinations, hydrology analysis and review, and analyzing and providing recommendations in response to public inquiries, concerns and service requests.
  • Inspects construction sites and makes floodplain elevation determinations.
  • Prepares and monitors property floodplain information reports, floodplain use permits, elevation certificates, and any other documentation required for floodplain management.
  • Prepares and monitors floodplain use permits.
  • Prepares map exhibits, presentations and reports to related Floodplain Management using CAD, GIS and other presentation/graphics software
  • Coordinates with State, Federal, and local regulatory authorities regarding permitting and development.
  • Reviews proposed building permits for floodplain requirements.
  • Processes permit data in computerized system in coordination with other departments and divisions. Updates and researches databases.
  • Assists Professional Engineers in evaluating drainage study submittals for accuracy.
  • Answers questions regarding floodplain issues.
  • Investigates and responds to complaints of floodplain regulation violations.
  • Using standardized reporting formats, develops and prepares submittals to FEMA, Army Corp of Engineers, Arizona Department of Water Resources and other Federal, State and local jurisdictions for projects.
  • Files and maintains records
  • May lead special projects or programs including assisting with development of policies and procedures, training and/or supervision for assigned staff
  • Guides, trains, reviews the work of, and oversees less experienced Engineering Technicians or others as assigned in learning, performing and completing job tasks which include, but not limited to, FEMA Preliminary Map review and comment, LOMR review and comment, outreach strategies and implementation, development of resolutions and or IGA's related to floodplain mapping and grant projects, base flood calculations, web map support and programming, grant reporting, research, etc. Reviews work for accuracy and compliance to established procedures.
  • Prepares and advises on submittals for American Public Works Association (APWA) Accreditation, NFIP Community Assistance Visits (CAV), NFIP Community Rating System cycle verification (CRS) if applicable.
  • Prepare and/or advise on preparation of exhibits, documentation and calculations for presentations, budget documents, outreach programs and federal and state grant programs.
  • Completes complex reports, planning documents & presentations and assists with implementation for flood control study, outreach and ALERT projects with minimum supervision.
  • Calculates base flood elevations, checks calculations of engineering technicians.
  • Provides technical assistance to less experienced personnel as required.
  • Inspects construction sites and existing structures for compliance with floodplain regulations and standards.
  • Communicates and acts in a professional manner with the public, co-workers, and work contacts.

Minimum Qualifications

Engineering Technician:

  • High School diploma/GED (General Education Degree).
  • One (1) or more years of floodplain management experience; high school level courses in algebra, geometry and trigonometry preferably supplemented by college level course work or training in floodplain management principles and techniques.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

Engineering Technician Senior:

  • High School diploma /GED (General Education Degree).
  • High school level courses in algebra, geometry and trigonometry preferably supplemented by college level course work or training in civil engineering principles and techniques.
  • Two (2) years of technical civil engineering experience
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

Engineering Technician Specialist:

  • High School diploma /GED (General Education Degree).
  • High school level courses in algebra, geometry and trigonometry preferably supplemented by college level course work or training in civil engineering principles and techniques.
  • Five (5) years of technical and/or civil engineering experience.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

Additional Requirements:

Flood Control:

  • Five (5) years of experience in floodplain management.
  • Nationally Certified Floodplain Manager certification.
  • Associates degree Engineering/Hydrology/Geology or related field.
  • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

Knowledge, Skills & Abilities

  • Environmental data acquisition field and base station applications and configurations.
  • VHF radio telemetry and propagation.
  • Wired and wireless TCP/IP networking practices.
  • Low voltage DC electronics trouble-shooting and repair.
  • Solar powered applications and practices.
  • The theory and practice of civil engineering planning, design, construction, and surveying.
  • Interpreting and utilizing engineering plans, maps and specifications.
  • The application of engineering theory to complex field and office problems.
  • Investigation and inspection methods including soils, materials and equipment testing and data collection and reporting.
  • Remote sensing, & geography
  • Field survey and engineering methods and techniques.
  • Construction techniques and quality control procedures.
  • Geographic Information Systems and asset management database software and supporting electronic devices for data collection and management.
  • Federal, State, and local regulations, programs, and standards such as Public Land Survey System (PLSS) Assessors' Parcel Databases & Arizona State Standards.
  • Advanced engineering computer systems software such as ESRI ArcGIS, Autodesk CAD, Graphic Imaging, MS Access or specialized hydrologic / hydraulic systems
