Environmental Scientist - Air Quality
Provides day-to-day technical and compliance support for the Clean Air Program at Naval Surface Warfare Center (NSWC) Crane Division, Indiana, including Lake Glendora Test Facility. Operates within the requirements of NSWC Crane's Title V Air Permit and Indiana Administrative Code Title 326 (Air Pollution Control Division). Supports permit compliance monitoring, emissions inventory development, regulatory reporting, source testing coordination, and permit application drafting in close coordination with the Indiana Department of Environmental Management (IDEM). Works under the direction of the Program Manager and the designated SME lead for the Air Program, contributing to a high-quality, well-integrated environmental program in support of the Environmental Protection Branch.

Environmental Scientist - Air Quality Responsibilities Include:
Support management and compliance of the NSWC Crane Title V Air Permit, including tracking permit conditions, deadlines, and emission limits for NSA Crane and Lake Glendora.
Prepare draft permit application documents for new permits, amendments, modifications, and renewals, including summaries of significant and insignificant emission units, potential emissions calculations, permit forms, and redline permit drafts.
Complete Prevention of Significant Deterioration (PSD) analyses and associated documentation to support permitting actions.
Annually verify and document attainment status of all criteria pollutants for counties encompassing NSA Crane and Lake Glendora; maintain supporting records.
Provide completed permit application packages to the Government at least three weeks in advance of submission deadlines to IDEM; coordinate delivery to applicable local libraries within 10 days of IDEM submission per state rules.
Draft Government correspondence and prepare complete application packages for final Government review and submission to IDEM.
Prepare and submit all required compliance certifications, deviation reports, and semi-annual/annual monitoring reports to IDEM in accordance with permit schedules.
Coordinate with contractors and Government personnel on air compliance inspections, stack tests, and source emission testing activities; prepare test plans and reports as directed.
Support development of emissions inventories for criteria and hazardous air pollutants (HAPs) associated with stationary and area emission sources on the installation.
Monitor and record operational parameters for permitted emission units; maintain emission unit operating logs, compliance records, and supporting documentation.
Track facility operational changes, new construction, and equipment modifications to assess applicability triggers under major and minor source permitting thresholds.
Maintain and update the air compliance tracking system; generate periodic status reports for Government review.
Prepare draft Quality Assurance Project Plans (QAPPs) related to air sampling and monitoring programs; execute sampling activities in accordance with approved QAPPs.
Support coordination of regulatory agency inspections by IDEM and USEPA; prepare pre-inspection checklists and draft corrective action documentation for any findings.
Assist in drafting Government Standard Operating Procedures (SOPs) and technical guidance documents related to air program operations.
Participate in required environmental and safety training; maintain required certifications and stay current on updates to applicable federal, state, and DoD/DoN air regulations.
Support preparation of NEPA documents and environmental reviews as they relate to air quality impacts for proposed projects or mission changes.
Perform other job-related duties as assigned.
Environmental Scientist - Air Quality Experience, Education, Skills, Abilities requested:
Bachelor's degree in Environmental Science, Environmental Engineering, Atmospheric Science, Chemistry, or a related field.
1-4 years of relevant experience in air quality compliance, permitting, or regulatory reporting in an industrial, federal, or DoD environment.
Familiarity with Clean Air Act (CAA) Title V permitting requirements, Prevention of Significant Deterioration (PSD) rules, and Indiana Administrative Code Title 326.
Experience preparing or supporting emission inventory development, permit applications, and compliance certifications for stationary sources.
Working knowledge of criteria pollutants and hazardous air pollutant (HAP) regulatory frameworks, emission calculation methodologies (AP-42 factors, TANKS, WATER9, or similar tools).
Experience coordinating or supporting stack/source emissions testing activities and interpreting test results.
Ability to draft technical compliance documents, regulatory correspondence, SOPs, and inspection reports.
Proficiency with emissions tracking software, permit databases, and standard Microsoft Office applications.
Strong organizational skills and ability to manage multiple compliance deadlines simultaneously.
Familiarity with OPNAV M-5090.1 and DoD/DoN environmental compliance frameworks preferred.
Ability to perform field work at an active DoD/DoN installation and comply with all site safety and access requirements.
Must be able to obtain and maintain installation access credentials; U.S. citizenship preferred.
Must pass pre-employment qualifications of Cherokee Federal.
