Senior Financial Management Support Specialist

Bering-Alaka`ina Holdings, LLC is looking for has a potential need for a Senior Financial Management Support Specialist to provide support for our government customer in Frederick, MD at Fort Detrick Army Base.

DESCRIPTION OF RESPONSIBILITIES

Support the development of the current and annual Strategic Portfolio Analysis Review (SPAR), Program Objective Memorandum (POM) builds, and spend plan for Department of Defense (DoD) appropriations. This includes but not limited to appropriations related to Research, Development, Test and Evaluation (RDT&E); Procurement; Operations and Maintenance. Ensure requirement are scientifically and programmatically aligned with strategic objectives. Support Product Managers and Cost Analysts by applying standard cost estimating techniques aligned with DoD appropriations categories, including the use of the Life Cycle Cost Estimate (LCCE), Life Cycle Sustainment Plan (LCSP), and other methodologies relevant to SPAR and POM submissions. Support the organization in developing the annual spend plan, including contributions to relevant project management offices and other functional areas as needed. This includes budget formulation, justification, oversight monitoring, and the submission of status reports with related recommendations with the spend plan serve as the mechanism through which the organization plans its execution of funds based on the approved budget allocation. Identify and recommend methods to ensure effective and efficient use of funding resources and support the collection, compilation, and presentation of budgetary data for decision review packages. This includes participation in the Integrated Product Team (IPT) process. Serve as a member of the IPT and shall support business case development and fiscal risk reviews. Coordinate and consolidate financial data to produce monthly financial reports, tracking the obligation and disbursement status of products and assemblage portfolios. Analyze programmatic planning and execution data, provide periodic updates to financial plans, and prepare reports on current fiscal year activity. Brief senior leadership and external funding organizations regarding the report findings. Provide financial management support across the organization’s portfolio, updating and reconciling financial appropriations against actual budget execution and informing future spend plan decisions. Support and monitor the acquisition process using designated financial and contract management systems to ensure contract, grants or other agreements are executed and funded appropriately. Utilize systems for contract award and modification research to assist in clearing Unliquidated Obligations (ULO) prior to funds expiration. Maintain project and grant/contract financial records-tracking planned expenditures versus invoices expenses-and coordinate with funding peers across Services and organizations. Provide support preparing pre-contract documentation such as cabinet creation, contract package preparation, and assisting in the development of Independent Government Cost Estimates (IGCEs). Utilize a variety of systems such as but not limited to: Medical Product Development & Acquisition Planning Tool (MDAPT), Product Tracking System (PTS), Command Budget Estimate (CBE) System and Project Codes and Numbers System (PCAN), and the General Fund Enterprise Business System GFEBS, Comprehensive Cost And Requirements (CCaR), Electronic Catalogs (ECAT), TEWLS, and Procurement Integrated Enterprise Environment (PIEE). REQUIRED DEGREE/EDUCATION/CERTIFICATION

Must hold minimum of Bachelor's degree.

REQUIRED SKILLS AND EXPERIENCE

Must have minimum of ten (10) years' of relevant experience. Must possess the capability to develop and inform financial schedules that support life cycle cost estimation and contribute to the preparation of acquisition-related documentation, including long-range program planning and financial deliverables. Must have experience providing budget formulation, justification, oversight monitoring, and the submission of status reports with related recommendations with the spend plan serve as the mechanism through which the organization plans its execution of funds based on the approved budget allocation.
