Koniag Operations Services, LLC a Koniag Government Services company, is seeking a Declassification Subject Matter Expert with an active TS/SCI security clearance to support KOS and our government customer in the DC metro area. This position is for a Future New Business Opportunity.

Koniag Operations Services, LLC a Koniag Government Services company, is seeking a highly qualified Declassification Subject Matter Expert (SME) to support an enterprise-level Records Management program for a federal government customer. The SME will conduct complex, page-by-page declassification reviews of federal records and equities in accordance with Executive Order 13526. This role requires a professional capable of making critical determinations regarding the release, referral, or exemption of sensitive national security information.
The Declassification Subject Matter Expert will perform comprehensive reviews of classified federal records to ensure compliance with Executive Order 13526 and related federal regulations governing national security information. Principal responsibilities will include but are not limited to:
- Perform thorough page-by-page declassification reviews of classified records to identify and protect restricted information, including Restricted Data (RD) and Formerly Restricted Data (FRD)
- Identify and refer records containing information originated by other agencies to the appropriate stakeholders for review
- Apply the nine exemption categories of EO 13526 to determine if documents 25 years or older are eligible for declassification or remain exempt from public release
- Maintain a minimum annual review average of 20,000 to 40,000 records while ensuring a 95% accuracy rate and zero security infractions
- Update document tracking systems and declassification support databases at least weekly
- Provide research and documentation to assist in the continuous development and refinement of agency-specific Declassification Guides
- Retrieve, label, and move archival boxes weighing up to 50 pounds while ensuring the physical integrity of the contents
- Prepare status updates, referral reports, and technical documentation for government customers and program leadership
- Work within a Sensitive Compartmented Information Facility (SCIF) and secure document storage areas
- Collaborate with other declassification specialists and records management professionals to ensure program objectives are met
Education and Experience:
- Bachelor's degree in History, Political Science, International Relations, or a related field from an accredited college or university
- Minimum of 3 years of experience in declassification, records management, or national security information processing
- Must have successfully completed the Department of Energy Historical Records Restricted Data Reviewers (HRRDR) course
- Ability to maintain access to Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), and Formerly Restricted Data (FRD)
Required Skills and Competencies:
- Proven expertise in recognizing and protecting restricted information, including Critical Nuclear Weapons Design Information (CNWDI), Restricted Data (RD), and Formerly Restricted Data (FRD)
- Deep understanding of Executive Order 13526 and federal regulations governing classified national security information
- Strong analytical ability to evaluate complex records and apply exemption categories appropriately
- Exceptional attention to detail with demonstrated ability to maintain 95% or higher accuracy rates
- Strong written and verbal communication skills for preparing status updates, referral reports, and technical documentation
- Proficiency with document tracking systems and declassification support databases
- Ability to work independently with minimal supervision while meeting stringent performance metrics
- Physical ability to retrieve, label, and move archival boxes weighing up to 50 pounds
- Commitment to maintaining zero security infractions and adhering to all security protocols
- Ability to work within a Sensitive Compartmented Information Facility (SCIF) environment
- Strong organizational and time management skills to process high volumes of records efficiently
Clearance Requirement:
- Active Top-Secret clearance with SCI access eligibility
- Favorably adjudicated Tier 5 (T5) investigation maintained within the last 6 years
Desired Skills and Competencies:
- Master's degree in History, Political Science, International Relations, Library Science, or related field
- Experience working with multiple federal agencies' classification guides and referral processes
- Familiarity with additional classification authorities beyond EO 13526
- Knowledge of the National Archives and Records Administration (NARA) regulations and standards
- Experience with Mandatory Declassification Review (MDR) and Freedom of Information Act (FOIA) processes
- Previous experience supporting Department of Energy or Department of Defense declassification programs
- Possession of a Q Clearance a plus though note required.
- Advanced research skills in historical records and national security documentation
- Experience training or mentoring junior declassification reviewers
- Certification in records management (e.g., CRM from ARMA International)
