Human Resources Specialist of Leaves and Benefits

Barstow Community College is an open-access, comprehensive two-year institution serving a diverse student population in the Mojave region of San Bernardino County, California. The College's campus is located in the City of Barstow, California, situated in California's high desert, between Los Angeles, California and Las Vegas, Nevada. Established in 1959, the Barstow Community College District (BCCD) encompasses a vast service area, stretching from the Nevada border on the East to Kern County on the West, and from Inyo County in the North to the San Bernardino Mountain range in the South. BCCD serves the communities of Barstow, Lenwood, Newberry Springs, Daggett, Yermo, Hinkley, Ludlow and Baker. The institution also maintains a satellite learning center at the U.S. Army National Training Center in Ft. Irwin, California, which serves military personnel and their families.

This is a continuous recruitment for an applicant pool to fill part-time, substitute, temporary, or hourly assignments on an as needed basis. Substitute compensation will be calculated using step 1 of the level the classification is placed on the Classified Salary Schedule. Under the direction of the Vice President of Human Resources, the Human Resources Specialist of Leaves and Benefits performs a variety of professional-level administrative, clerical, technical and analytical duties in support of the College's human resource functions including leaves, files, legal documents forms, recruitment, selection, classification, wage and salary administration. Health and Welfare benefits, FMLA, Health and Safety, employer-employee relations, labor negotiations, training, and related functions. Also provides information and assistance to College employees and the general public regarding human resources activities, policies, and procedures. Performs a variety of high-level administrative and clerical tasks in support of assigned area of responsibility.

Representative duties include:

  • Providing administrative, clerical, logistical and technical support to the Vice President; composing and preparing memoranda, correspondence, board agenda compilation, division reports, presentations, spreadsheets, forms and other documents, often of highly sensitive and confidential nature; proofreading and reviewing typed documents and other materials for accuracy, completeness and compliance with District standards, policies and procedures.
  • Establishing and maintaining a variety of complex, interrelated filing systems including confidential files; establishing and maintaining files for information, records and reports; maintaining manuals and updated resource materials.
  • Coordinating the Vice President's and department calendars including scheduling meetings, resolving scheduling conflicts; assisting the Vice President in developing and monitoring timelines and schedules.
  • Providing administrative, logistical and technical support to the Vice President; composing and preparing memoranda, correspondence, Governing Board docket items, department reports, presentations, spreadsheets, forms and other documents, often of a highly sensitive and confidential nature; proofreading and reviewing typed documents and other materials for accuracy, completeness and compliance with division standards, policies and procedures.
  • Assisting the Vice President in record keeping and communication on complaints and confidential issues that are received into the office.
  • Monitoring division budget expenditures for revenue, accounts; tracking and processing expenditures, encumbrances, reimbursements, stipends and payments; researching and processing invoices or purchase orders for payment. Collaborating with Finance department on any discrepancies.
  • Acting as a liaison in coordinating matters between the Vice President and all departments and outside agencies. Prioritizing requests by departments and facilitating the flow of information; preparing and distributing agendas for meetings; following up on various assignments to ensure that needed action is taken; performing routine to difficult public relations duties over the phone and in person; responding independently to correspondence and email inquiries regarding division matters; relieving the Vice President of a variety of administrative details.
  • Performing technical and complex administrative duties involving the use of independent judgment and an understanding of departmental functions and procedures. Performing confidential administrative, technical and analytical work in support of the human resources department, and employee/labor relations functions. Preparing agendas, taking and transcribing minutes in support of collective bargaining negotiations.
  • Providing support for the recruitment process to include managing inquiries, advertising and participation in recruiting events.
  • Coordinating post-offer pre-employment physicals, psychological, drug screens or other preemployment screenings as may be required.
  • Conducting initial new employee orientation for purposes of ensuring appropriate completion of payroll and benefits documentation; explaining employment benefits and general terms and conditions of employment to employees and department representatives.
  • May provide support of the worker's compensation and disability programs; reviewing initial claims and determining the type of claim to be established; serving as liaison with injured workers, college departments, attorneys, medical providers, and investigators in the management of claims; working closely with employees and department managers regarding return to work issues.
  • Preparing and processing payroll related documents for college employees. Documenting pay exceptions and salary adjustments for payroll ensuring timely and accurate records.
  • Supporting the budget development process by gathering and compiling required information. Preparing and inputting accounting forms such as requisitions, warehouse requests, budget and staffing requests. Receiving periodic printouts of financial activity and preparing summary reports.
  • Coordinating, organizing, creating, and maintaining monthly Personnel/Staffing board agenda items, proposed resolutions, MOUs, and background information in Board Docs for the Board of Trustee meetings.
  • Conducting research, analyzing data, and preparing written and statistical reports and recommendations for a variety of human resource issues and topics; making oral presentations as required; updating and revising written directives, rules, and regulations and various handbooks as appropriate.
  • Providing customer service, both in-person and by telephone; screening and directing telephone calls; taking and relaying messages, answering questions from employees and the general public regarding human resources issues, rules and regulations relating to human resources management; responding to employment verification requests, salary and benefit surveys, and other requests for information.
  • Refers complex or sensitive matters and/or routes calls to the appropriate administrator.
  • Evaluating office activities; recommending improvements and modifications; assisting in the implementation of goals and objectives; reviewing and evaluating work products, methods and procedures.
  • Preparing Health and Welfare, Dental, Vision, and Basic Life Reconciliation.
  • Supporting Compensation and Health and Welfare Benefits process.
  • Participates in hiring and provides training and guidance to student workers as a part of the Human Resources team.
  • Arranging travel plans for the Vice President, and Human Resources personnel.
  • Ensuring office technology is maintained and in working condition i.e., service requests, receives, and maintains an inventory of office supplies and materials.
  • Preparing required federal and state notices time requirements regarding these entitlements.

Knowledge and abilities include:

  • Requires a thorough knowledge of office practices, procedures and equipment, including filing systems, receptionist and telephone techniques, and letter and report writing.

  • Principles, practices and procedures of human resources administration in the areas of employment, compensation, and classification, workers' compensation, employment development, training, and benefits administration.
  • Resources to sustain current understanding of modern trends and legal issues in the field of human resources management.

  • Methods and techniques of research and analysis of personnel administrative and statistical data.
  • Principles of college administration organization, functions, and management.
  • Basic labor relations, negotiation processes and employment law.
  • Workers Compensation and disability related contract principles and theories.
  • Basic principles and procedures of record keeping.
  • Business letter writing and report preparation.
  • Principles and practices of customer service.
  • Must be skilled in using and troubleshooting various standard office machines.
  • Requires sufficient human relations skills to convey technical information to others and patience in dealing with a diverse population.

Ability to:

  • Independently perform all of the duties of the position efficiently and effectively and in an open environment with interruptions and distractions.
  • Demonstrate an awareness and appreciation of the cultural diversity of the community.
  • Perform office and secretarial work with speed and accuracy.
