Job Description The Benefits Analyst independently uses UC Group Insurance Plan Regulations, University of California Retirement Plan (UCRP) Plan Regulations, Summary Plan Descriptions, and federal and state legislation to provide consultation and resolve complex health wellness and retirement plan problems. The analyst provides guidance to HR Generalists, Academic Personnel Analysts, UCPath Center, RASC, UCOP representatives, and departmental representatives in support of this function, and functions with a high degree of autonomy. The analyst may serve as a benefits expert on campus‑level work groups and task forces. Job Summary Under minimal supervision, the Benefits Analyst serves as an experienced benefits analyst for the UCSF Benefits Office, providing consultation to employees, employers and key stakeholders on UC Health & Welfare Plans and UCRP. The analyst engages with UCPath, RASC, UCOP, departments and liaisons to resolve complex and escalated problems related to employee eligibility and enrollment, and coordinates with HR, Payroll, and other system partners to analyze and resolve UCRP retirement coding and service credit issues. The analyst also provides retirement and disability counseling, service credit buyback estimates, education such as new employee orientations, ad‑hoc presentations, and training to HR teammates. Responsibilities Consultation and Counseling: Serve as the primary contact for faculty and staff across multiple client departments, handling complex and sensitive cases involving retirement, disability, survivor benefits, and eligibility. Provide confidential, diplomatic, and independent judgment while coordinating with UCPath Center, RASC and UCOP. Policy, Procedure Analysis and Problem Resolution: Analyze routine and complex cases, interpret and apply UC policies, plan policies, and state/federal laws. Independently coordinate with HR partners and other experts to recommend appropriate actions. Administration, Compliance and Special Projects: Manage compliance functions, specialty insurance programs, benefits website content, open enrollment services, and adoption of responsible AI tools. Education and Training: Create and deliver training such as New Employee Orientations, UCRP explanations, HR general benefits orientations, and open enrollment sessions. Publish articles to educate employees on plan changes and legislation. Client Relations Management: Enter inquiries into the client‑relations database, track cases, and maintain case notes to ensure timely follow‑up. Representation and Committee Participation: Serve on special or ad‑hoc committees, task forces and work groups related to benefits, including UC Path, Affordable Care Act, leave administration, and other assignments. Required Qualifications Bachelor's degree in a related area and 3+ years of benefits administration experience and/or equivalent experience or training. Strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem‑solving skills. Strong in‑depth knowledge of organization policies and procedures; knowledge of the functional area and an understanding of how work may impact other areas. Comprehensive knowledge of the organization’s employee benefits function and programs and the ability to address unique circumstances as well as routine situations. Demonstrated strong writing, speaking, and group presentation skills to present information clearly and concisely to multiple levels in the organization. In‑depth knowledge of all benefits programs to provide information and interpretation. In‑depth knowledge of applicable state and federal law. Strong knowledge of and ability to interpret, apply and provide consultation on the UC Group Insurance Plan Regulations, UCRP Plan Regulations, federal and state legislation, and campus and system‑wide practices that govern health, welfare, and retirement benefits. Direct knowledge of HR information systems and system‑wide database management systems (such as UCPath, ROOTS, Oracle HCM). Strong knowledge of the University Retirement System for all membership classes, including retirement income, UCRP disability, and survivor benefits. Proven track record of working in a highly collaborative manner at all levels across the organization. Ability to provide counseling and assist employees in clearly understanding and navigating their benefits choices. Proven ability to use a variety of software such as Microsoft Word, Excel, Outlook, PowerPoint, and web‑based software. Willingness to learn, adopt, and use AI tools safely and responsibly in support of benefits casework, research, and service delivery.
