POSITION SUMMARY

The Procurement Specialist is responsible for administering and coordinating procurement activities in support of federal construction projects. This position manages the procurement lifecycle for construction materials, equipment, subcontractors, and professional services while ensuring compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), agency-specific requirements, and company policies.

The Procurement Specialist works closely with project management, estimating, operations, contracts, finance, and external vendors to procure quality goods and services that support project schedules, budgets, and contractual obligations. This position also develops and maintains strategic relationships with government agencies, prime contractors, subcontractors, suppliers, and small business partners.

KEY RESPONSIBILITIES

Procurement & Contract Administration

• Coordinate procurement activities for construction materials, equipment, subcontractors, and professional services in accordance with company policies and applicable government regulations.
• Prepare, issue, and administer Requests for Quotations (RFQs), Requests for Proposals (RFPs), Invitations for Bid (IFBs), and other solicitation documents.
• Manage competitive bidding processes, including bid solicitation, bid tabulation, commercial evaluation, and vendor recommendation.
• Evaluate supplier and subcontractor proposals for pricing, technical capability, schedule, quality, and contractual compliance.
• Negotiate pricing, commercial terms, delivery schedules, service agreements, and subcontract terms while protecting the Company's contractual and business interests.
• Prepare purchase orders, subcontract agreements, modifications, and procurement documentation.
• Coordinate material deliveries and subcontractor mobilization to support project schedules.
• Maintain procurement files and documentation in accordance with company record retention policies and government audit requirements.
• Monitor supplier and subcontractor performance and assist in resolving procurement, contract administration, delivery, quality, and payment issues.

Vendor & Subcontractor Management

• Identify, evaluate, and prequalify vendors and subcontractors for federal construction projects.
• Review and verify vendor and subcontractor qualifications, including insurance certificates, bonding, licenses, certifications, safety records, and other contractual requirements.
• Develop and maintain qualified supplier and subcontractor databases.
• Establish and strengthen relationships with contracting officers, prime contractors, small business offices, SBA representatives, suppliers, subcontractors, and strategic business partners.
• Support supplier diversity initiatives and small business participation goals when applicable.

Cross-Functional Support

• Collaborate with internal departments to improve procurement systems, workflows, and operational efficiency.
• Assist in developing and implementing procurement procedures, standard operating procedures (SOPs), and best practices.
• Provide guidance and training to project teams regarding procurement policies, subcontract administration, and regulatory compliance.
• Ensure purchasing and procurement requirements are aligned with Wright Construction Group policies while maintaining compliance with FAR, DFARS, and applicable procurement regulations.
• Prepare procurement reports, vendor performance metrics, and management summaries as requested.

Requirements:

QUALIFICATIONS

• Bachelor’s Degree in Business Administration, Supply Chain Management, Construction Management, or a related field, or equivalent combination of education and experience.
• Minimum of 3 years of procurement, purchasing, subcontract administration, or contract management experience, preferably supporting federal construction projects.
• Experience administering procurements under federal government contracts.
• Knowledge of construction procurement methods, subcontract administration, and purchasing practices.
• Proven negotiation and problem-solving skills.
• Excellent communication and relationship-building abilities.

PREFERRED QUALIFICATIONS

• Experience working for a federal construction contractor.
• Working knowledge of FAR, DFARS, and other federal procurement regulations.
• Experience Supporting USACE, NAVFAC, GSA, VA, DoD, or other federal agencies.
• Experience with subcontract negotiations, cost analysis, and supplier performance management.

WORKING CONDITIONS

Work is performed in an office environment with minimal exposure to outdoor elements. May require occasional travel to job sites or other company locations travel up to 25%.
