Job Description
DEFINITION

To perform a variety of clerical accounting duties in support of an assigned area including accounts payable, accounts receivable, billing and specialized accounting functions; to provide assistance to the general public; and to provide clerical support to the Finance Director and other accounting staff.

DISTINGUISHING CHARACTERISTICS

Account Clerk I : This is the entry level class in the Account Clerk series. This class is distinguished from the Account Clerk II by the performance of the more routine tasks and duties assigned to positions within the series and by the level of supervision received in the performance of assigned duties. Since this class is typically used as a training class, employees may have only limited work experience.

Account Clerk II : This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of duties as assigned including receiving and balancing monies and preparing bank deposits with minimal supervision and direction. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, have prior experience.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision (Account Clerk I) or general supervision (Account Clerk II) from the Accountant. Receives direction from the Finance Manager.

Exercises no supervision.

QUALIFICATIONS

Account Clerk I:

Knowledge of :

Basic principles and practices of accounting as applied to accounts receivable.

Basic mathematical and statistical principles.

Customer service techniques, practices, and principles

Methods and techniques of proper phone etiquette.

Modern office procedures, methods and equipment including computers and applicable computer applications.

Principles and procedures of record keeping.

Basic principles and procedures of financial record keeping and reporting.

English usage, spelling, grammar, and punctuation.

Pertinent federal, state and local laws, codes and regulations.

Ability to :

Learn to maintain a variety of financial records and files.

Learn to receive and balance monies and make bank deposits.

Learn to perform basic accounts payable duties including paying of invoices.

Accurately tabulate, record and balance assigned transactions.

Operate and use modern office equipment including 10-key adding machine, typewriter, personal computer or terminal, printers and copiers.

Enter data into a computer at a speed necessary for successful job performance.

Perform varied clerical work.

Perform procedures in an organized and accurate manner.

Respond to requests and inquiries from the general public.

Understand and carry out oral and written instructions.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Account Clerk II: In addition to the qualifications for Account Clerk I

Knowledge of :

Basic operations, services, and activities of assigned accounting system, function, or program area.

Clerical accounting principles and practices used in financial record keeping, bookkeeping, and basic governmental accounting.

Ability to :

Perform a variety of clerical accounting and office support duties and activities of a general and specialized nature in support of assigned accounting system, function, or program area.

Maintain a variety of financial records and files.

Collect, compile, and research information and data.

Receive and balance monies and make bank deposits.

Work independently in the absence of supervision.

Prepare clear and concise reports.

Maintain a variety of financial records and files.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Account Clerk I

Experience:

One year of general accounting, banking or clerical experience.

Training:

Equivalent to completion of the twelfth grade.

Account Clerk II

Experience:

Two years of general accounting, banking or clerical experience.

Training:

Equivalent to completion of the twelfth grade.

WORKING CONDITIONS

Environmental Conditions :

Office environment; exposure to computer screens.

Physical Conditions:

Essential functions may require maintaining physical condition necessary for sitting for prolonged

periods of time.

SELECTIONPROCESS: The qualifications of each applicant, as set forth in the application, will be continuously reviewed by Human Resources. THE CITY:
Lemoore is a growing community with approximately 25,000 residents and is located in the heart of the San Joaquin Valley, equidistant between San Francisco and Los Angeles. Home to Lemoore Naval Air Station, which is the Navy's newest, largest, and only west coast master jet base, serves as a home for all Navy F/A-18 Hornet and Super Hornet aircraft and the brand new F-35C squadron on the west coast. The base supports the U.S. Pacific Fleet.
Lemoore prides itself on its safe, friendly, small-town environment, active volunteerism, numerous community events, a volunteer fire department, and high-quality education. Lemoore is also home to West Hills College at Lemoore.
Yosemite, Sequoia and Kings Canyon National Parks, as well as the scenic Central Coast, are all within a two-hour drive.


EMPLOYEE BENEFITS :
Public Employees' Retirement System: The City provides the PERS retirement program, 2% at 55 for Classic Members and 2% at 62 for New Members.

Holidays: Twelve (12) specific holidays, plus forty (40) floating hours.

Vacation: Vacation leave starts at 12 days annually, increasing to 21 days based on time in service.

Sick Leave: Sick leave accrual of 12 days per year with unlimited accumulation. At retirement, unused sick leave may be applied toward retirement.

Medical, Dental, Vision: The city provides health insurance through Public Agency Coalition Enterprise (PACE). The City pays $1,710 towards medical, dental, and vision premiums.

Life: A Basic Life insurance policy of $50,000 is provided for all City of Lemoore employees.

Tuition Reimbursement : $750 annually for lower division course work, $1,500 annually for upper division coursework.

Probationary Period: Generally, employees appointed to regular positions serve a one (1) year probationary period. An employee may be terminated without recourse for any reason and at any time during the probationary period.

Eligibility to work in the U.S. : Prior to employment, applicants will be required to provide proof of US citizenship, alien registration or authorization to work in the United States at time of appointment. Failure to do so within three (3) days from the date of hire may be cause for termination.
