Job Summary:

The Teachers' Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multiyear modernization initiative to replace aging legacy systems, including the full retirement of the ALICE platform, and transition to a unified, cloud-native environment.

The initiative centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates with MyTRS and MyERS. TRS is seeking Application Developers to support the modernization initiative through application development, API development, integration, automation, testing, documentation, and maintenance of modern and legacy application components.

The modernization technology stack includes C#/.NET, Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, Azure DevOps, and Git.

Responsibilities:

• Develop, enhance, and maintain application components that meet functional and technical requirements.

• Perform all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for TRS staff review.

• Develop and maintain secure, production-ready applications using modern development frameworks and programming languages.

• Develop APIs, system interfaces, and automation workflows.

• Translate technical specifications into maintainable and production-ready software.

• Develop and maintain web applications using C#/.NET and Angular 16+.

• Develop and maintain Web APIs and system integrations.

• Work with SQL databases to develop, maintain, and optimize application data functionality.

• Follow established software development lifecycle (SDLC) methodologies, including Agile practices.

• Apply secure coding practices and established development standards.

• Analyze business processes and translate functional requirements into technical solutions.

• Develop clear, actionable user stories and maintain a prioritized development backlog.

• Define and implement acceptance criteria for application functionality.

• Collaborate with TRS technical staff, analysts, testers, and project managers throughout the development lifecycle.

• Participate in code reviews and incorporate feedback from TRS staff.

• Work with existing legacy systems, including understanding architecture, dependencies, technologies, and integration points.

• Support modernization efforts while maintaining required legacy system functionality.

• Manage multiple development tasks and meet established project timelines.

• Deliver high-quality work with minimal defects.

• Communicate complex technical concepts clearly to both technical and non-technical audiences.

Preferred Qualifications:

• Computer Science or MIS degree with 3 5 years of experience, or an equivalent combination of education and experience.

• Experience working with pension administration or similar enterprise business systems.

• Experience working with legacy system modernization initiatives.

• Experience with Azure-hosted application environments.

Location & Schedule:

• In-person attendance may be required for certain onsite meetings.

• TRS will not reimburse travel expenses for contractors.

• Any contractor travel expenses must be included in the contract award and paid as part of the contract payment.
