Apply advanced-level business and information technology system practices and/ or project management methodology in analyzing information requirements to determine hardware/ software solutions; develop project plans and implement, develop, or maintain enterprise information systems to meet project deliverables. Apply advanced-level business and information technology system practices and/or project management methodology in the performance of the job. Assess, plan, design, develop, configure, execute, install, maintain, or modify, enterprise systems, web applications, client server applications, mainframe, network and/or personal computer operating systems, relational database management systems, utilities, and related software. Analyze/ monitor and troubleshoot system performance ; recommend modification of existing/ purchased systems or development of new systems to meet information requirements; develop specifications for problem resolution. Monitor, control, and coordinate new information system developments to ensure maximum utilization and efficiency of software capability and inclusion in long-range strategic planning. Facilitate the investigation of requests for information system studies to determine their merit and recommend acceptance, rejection, or an alternative solution. Confer with technical, professional, and managerial personnel to obtain data and determine information requirements; translate user needs into cost effective solutions. Provide technical guidance and assistance concerning software applications and system developments and operations. Keep abreast of changes within the Information Technology area; serve as MLGW's representative while working with vendors on hardware/ software purchases, implementations, and problem solutions; assist in the development and maintenance of MLGW computer standards and procedures. Operate Divisions vehicle and computer hardware/ software equipment. Perform other duties as directed. Qualifications Qualification Requirements: To perform the Computer Software Specialist 3 role, you must: - Education: Bachelor's degree in Computer Science, Engineering, Information Systems or Business with a concentration in Information Systems, Math Computer Science, or Bachelor's degree with a minimum of 12 hours college accredited Information Technology or Information Systems courses. -Must meet proficiency requirements. -External candidates must have at least six (6) years of equivalent experience and meet proficiency requirements. -Must have a valid driver's license from state of residence. OTHER: Must have at least six (6) years of demonstrated experience as the primary support person for a particular system or application and at least demonstrated knowledge and skills in one (1) or more of the fields listed below. Experience and knowledge requirements will vary according to area and departmental needs. Database: Oracle, Microsoft SQL Server, SQL, PL/SQL, database scripting languages, ArcGIS Spatial Database Engine (ArcSDE), Oracle Applications Database Administration, Oracle middleware, database-oriented middleware, job scheduling and workflow management systems. Object Oriented Programming, JSON. Applications Programming: Pro C, MicroFocus COBOL, JAVA, SQL, PL/SQL, Business Objects, Oracle Developer 2000, Oracle Forms, Oracle Applications R12 or higher, Oracle Discoverer, Banner, ArcGIS Server, ArcGIS Mobile applications, Oracle Reports or other current programming languages, ETL tools, Data Warehouse system administration/support, data modeling, data extraction, EIServer, Connexo Netsense, Clevest WorkSpace, Clevest WorkBook, Clevest Genesis, SmartSheet, Python. Must have an occupationally significant combination of: job knowledge; ability to plan organize and implement the data processing requirements of MLGW; written and verbal communications skills; ability to interface operations and informational needs of all departments/areas; ability to make decisions and resolve problems based on knowledge of existing computer software and potential use by MLGW; leadership, custom relations and resource management skills; integrity; abilities in working as a team and promoting safe work practices. Must have a valid driver's license from state of residence. Physical Working Conditions: Works inside under good conditions. Subject to sitting for long periods of time at computer terminals, eye fatigue, grasping/reaching for technical manuals/printouts and distinguishing color, and occasional light lifting, bending, stooping/ crouching to load computer equipment, paper and carry materials. Requires sedentary work involving standing or walking for brief periods, exerting up to 10 pounds of force on a regular basis; and some dexterity in operating office equipment.
