Police Officer

SUMMARY

This is general police work which involves the active involvement of Officers working with the community to identify potential problems and solutions to improve the quality of life in our community. Police work also involves the enforcement of all (i.e. Tribal and Federal) applicable ordinances, statutes, and laws for the Omaha Reservation. This may include crime prevention, investigation and detection, protection of life and property, traffic control and maintaining law and order in the community. Officers will be dealing with all age groups from juveniles to adults and all levels of the criminal element. This work always has the potential for personal danger. Officers receive direction from the Chief of Police and carry out assignments in accordance with established operating procedures, but at all times must be able to act without direct supervision.

ESSENTIAL DUTIES AND OR RESPONSIBILITIES

Exercise authority consistent with the obligation imposed by the oath of office. Patrol assigned areas on the Omaha Reservation to enforce laws, investigate crimes, and arrest violators. Shall promptly obey all legitimate orders. Drive vehicles through assigned areas, observing and investigating disturbances such as unlawful intrusions, fines and property damage. Patrol designated areas of the reservation on foot, motorcycles, bicycles, horse, or car to serve and protect the public. Apprehend unauthorized persons found on property, using force if necessary, and release them to the custody of authorities at the facility. Write case reports and keep a daily log. Assume control at accidents to maintain traffic flow, assist accidents and victims, and investigate causes of accidents; in extreme emergencies transport accident victims to local hospitals. Protect property of the Tribe and local businesses by detecting vandalism, thievery, shoplifting, or dishonesty among employees or patrons. Conducts on own initiative or on request of management. Contact supervisor by radio or telephone to report irregularities and obtain further instructions. Respond to emergency calls (i.e. domestic and civil complaints, child abuse, robberies, traffic accidents, etc.) and any other type of necessary police action. Respond to backup on crimes in progress and help secure the safety of officers in danger. Conduct interviews to learn nature of citizen's complaints, to gain information leading to the location of missing persons, to obtain all pertinent data related to emergency or criminal situations or offenses. In criminal cases, conduct interrogations to determine probable cause. Identify suspects and obtain information necessary to make arrests. Conduct preliminary investigations at scenes of crimes to include keeping onlookers at a safe distance, isolating and securing the crime scene, and locating, collecting, labeling, and safeguarding evidence. Obtain necessary evidence while interacting with suspects, victims, complainants and witnesses concerning crimes. Ordinarily the hours of duty will be established by the supervisor; however, they shall be subject to return to duty at any time in case of special needs or emergencies. Shall respond punctually to all assigned patrol districts for protection of life and property; prevention and suppression of criminal activity and disturbances; recovery and return of stolen and/or lost property; apprehension and assistance in the prosecution of offenders; prevention of accidents and the regulation of traffic and preservation of peace. File complaints against suspects and testify in court as witness. Appear in court to present evidence and testify against persons accused of crimes. Locate and take persons into custody on arrest warrants. Serve subpoenas and summons; keep records of dispositions. Enforce curfew for juveniles. Promote and provide good community relations with assignments on a daily basis. Continual training in law enforcement as mandated by department. Enforce traffic and parking regulations including making traffic stops; inspecting operators; licenses and vehicle registrations; judging whether to issue warnings, traffic tickets or vehicle code violations tickets; explaining the reasons for issuing the tickets and their consequences; and determining the ability of the drivers to operate their vehicles. Operate radar to identify speeding vehicles. Administer roadside sobriety tests, arrest intoxicated drivers, and complete chemical analysis requests in driving under the influence (DUI) cases. Arrest persons suspected of crimes. Handcuff suspects or prisoners by prescribed methods and means. Provide accurate, complete and factual information to persons involved in arrests including advising them of their rights, duties, and privileges. Complete written reports such as activity logs, daily reports, and arrest reports, and file them or forward them to appropriate divisions or external agencies; complete reports on crime against person, property, or of a criminal intelligence nature. Determine probable cause to arrest or search. Prepare affidavits and serve authorized warrants. Establish police lines at fire and crime scenes, institute vehicular and crowd control procedures, allowing only authorized persons to pass through barricades. Direct and control traffic to facilitate vehicle and pedestrian flow and prevent accidents. Participate in the dispersal of unruly gatherings. Inspect equipment and services personal firearms. Interact formally with schools, community groups, participate in departmental community relations programs, drug awareness resistance education (D.A.R.E.) and help citizens from neighborhood watch groups. Provide assistance to persons who may be lost, stranded, or otherwise in need of assistance. Must be able to work varying shifts, weekends, and holidays. Perform other related duties as assigned or as the situation dictates within the scope of this classification.

EDUCATION AND OR EXPERIENCE

Prefer associate's degree (A.A. in criminal justice) or equivalent from a two‑year college or technical school; or six months to one year related experience and/or training; or equivalent combination of education and experience. As a minimum a high school diploma or general education degree (GED). One to three months related experience and/or training; equivalent combination of education and experience.

CERTIFICATES, LICENSES, AND OR REGISTRATIONS

Must have or be able to obtain BIA or State Police Officer certification. Possess license and ability to utilize various specialized weapons for police work. Must pass pre‑employment physical. Possess or pass test for valid standard first aid certification. Must have a valid Nebraska driver’s license and be insurable. Must be willing to submit (either pre or post job offer) to and pass a psychological test, drug and alcohol test, polygraph test, and/or background investigation. Must be free of any conviction by any state or the United States for a crime punishable by imprisonment in a penitentiary for a term of one (1) year or more, or by any foreign government for a crime which would be punishable by imprisonment for a term of one year or more if committed in Nebraska, or has been pardoned for such offense, or has had a conviction for offense overturned or reversed by a court of competent jurisdiction. Must be able to pass a T.A.B.E. test.

PHYSICAL REQUIREMENTS

Ability to perform the physical abilities necessary to complete and pass the physical agility course designed specifically for police officer candidates. Ability to confront potentially dangerous situations. Ability to remain calm and work effectively in stressful situations. Ability to maintain awareness of activities occurring at emergency scenes, assess relevant and factual information rapidly and respond calmly.
