Senior Human Resources Specialist

Description We are looking for an experienced Senior HR Specialist to provide HR support services for a federal client. The role is contingent upon contract award. Duties & Responsibilities Act as project SME, review all incoming recruitment requests and consult with HR staff regarding position/job requirements. Draft job opportunity announcements (JOAs) in the USA Staffing System. Process applications received via USA Staffing, conduct verification of CTAP and ICTAP, and adjudicate veterans’ preferences and minimum qualifications. Contact applicants from the ranking list and provide applicable notifications via USA Staffing. Conduct quality reviews of all referral candidates, ensuring accurate ratings and possession of critical competencies. Issue referral lists electronically in USA Staffing in accordance with merit systems principles and delegated examining procedures. Respond to applicant inquiries. Conduct audits of returned certificates and send disposition notices to non‑selected candidates. Respond to regular inquiries from internal stakeholders regarding staffing, recruitment, and/or classification actions. Requirements Qualifications High school diploma or GED required; bachelor’s degree preferred. Active DE Certification. Minimum 7 years of related work experience as a federal employee or contractor. Knowledge and experience with USA Staffing systems, Delegated Examiner Unit, OPM classifications, and federal HR policies, procedures, and regulations. Ability to successfully pass a federal background check. Proficiency in operating office equipment (computers, copiers, fax machines, labelers, etc.) to scan, file, and store documents, and in Microsoft applications (Word, Excel, etc.). Physical Requirements Must be able to remain in a stationary position up to 90% of the time. Constantly operate a computer and other office productivity machinery. Occasionally move about the office to access file cabinets, office machinery, etc. Must be able to communicate information and ideas clearly. Frequently move boxes weighing up to 20 pounds across the office. Occasionally ascend/descend stairs, ladders, or ramps. Noise level may be loud at times.
